Al yesterday's meeting of the Legislative Council the Bill entitled "An Ordinance to repeal The Waterworks Consolidation Or dinance, 1902, and to provide for and regulate the Supply of Water in the Colony of Hongkong and for the Maintenance and Repair of the Works in connection therewith," was introduced for the first reading, The unusual procedure was adopted of offering remarks on the introduction of the Bill, a

It is not our purpose to discuss the merits of the measure introduced. On the one hand it is contended that the Bill is aimed at nullifying all the benefits which the Water- works Consolidation Ordinance of framed and passed during the administration of Government by H.E. Major-General Gas- coigne, as Acting Governor, intended for the prevention of waste of water in Chinese tene ments. We certainly sympathise with Major

A LARGE quantity of flowering plants, taken by the Toyo Kisen Kaishia steamer Hongkong Maru, from Shangbai and Hongkong on her Jast voyage to the United States are said to have arrived at San Francisco in fine condition. The plants are intended for exhibition at the World's Fair to be held at St. Louis, Mo.. These are said to form the first of a large consignment that will be used for decorative purposes in all Chinese exhibits at the big exposition.
