There is little of importance to be chronicled here, everything is going on smaathly in the hands of the Provisional Achninistradon, we are
being Russianized slowly but surely, the process gres on so imperceptibly that, I don't suppose a single member of the community would own to it. As a sign of the times, strange hirese addressed in the streets by foreigners in unexceptionable Chinese, often answer back in Russian.
New buildings are being put up by the administration. The new consulate which is a very handsome structure is now getting its finishing touches; the grounds are being most artistically laid out and comprise an atti- ficial lake. For the Chinese authorities to use an underhand way for arresting one man, who, it is supposed, was concerned in that plot, and to secure his arrest by means of the Municipal Council and the Consular Body, is not a
method that commends itself to us.
There is still somewhat the impression that though an arrangement has been made between the Consular Body and Taotai that these men should be tried and punished within the limits of the Municipality, yet the Chinese authorities will ultimately succeed in gelting them into their own possession. The only pre- ventive is a close and constant oversight on the part of the Authorities lest the men arrested be ordered to be transferred to the care of the native police of the Native City and to the jurisdiction of the Chinese.

The Japanese and American engineers at once decamped, with the result that British, Ameri can, and German gunboats were despatched to the place soon afterwards. These rowdies-hate the Manchu Government intensely and their object in making such a demonstration was to cause trouble between the foreigners and the Manchu Government so as to ruin, if possible, the latter.
