Russia in Manchuria.
LONDON, 17th July. It is semi-officially announced at Washing ton that the Port Arthur Conference is an important step in Russia's plans to arrange the internal administration of Manchuria in a manner to allow of the opening of the ports desired by the United States and Japan with out an undue sacrifice of Russian interesis.
The Standard is sceptical about Russian promise re Manchuria which are entirely conditional on the evacuation of Manchurin by Russia.
The Somaliland Expedition. It is expected that General Egerton with fresh reinforcements will strike a fair blow at the Mullah, but a vast expedition is not contemplated.

The Rohilla Maru čollided with the Quarter- master Collier No. 3 yesterday morning just as she was starting on her trip to Hongkong. It was with disastrous results to herself as she had a hole torn in her bow, near the forecastle, about three long and two feet wide. The bow-

According to au ́ eye-witness of the accident, the Rohilla Muru was coming around the lower end of the U. S. A. T. Legan at about the same time that the launch Saint Louis was towing collier No. 3 out from back of the breakwater. It appears that the Captain of the Rohilla afaru did not see that the faunch had the collier in tow until it was too late to avoid a collision. As soon as the collier was seen to be in tow, the Akhill Mara reversed her engines and began to back, but the towline of the collier having been cast off the launch, she kept under way of her own impetus and before the Rohilla. Maru could back far enough out the way, the collier ran quarely into her bow, teating a large, jagged. hole in the best high above the water line and otherwise doing some damage.
