TEN THOUSAND BUFFALOES FOR PHILIPPINES.
Messrs. Keylocks and Pratt, of Shanghai, have been awarded the contract of furnishing 10,000 water buffalo to the Insular Government. The Manila Times says that 50 per cent of the 10,000 will be oxen, 35 per cent cows and 15 per cent bulls. All of the animals will be immunized against rhinderpest by the "Simultaneous Reinoculation Method" before being shipped from China, under the direction and supervision of a representative from the Insular Laboratory. In case the exportation of the animals should be prohibited by the Chinese government, or in case through the existence of a state of war their exportation is impossible the contractors will be allowed to

THEY WILL REMAIN.
The bump of reverence is overshadowed by the bump of intelligence in the 20th century man and woman, Old things are not pre- served simply because they are old. What- soever is no longer useful must get out of the way. Nevertheless, progress that is not intelligent will not be permanent. We shall continue to breathe air, drink water and cat bread. There will be no "improvement on the great essentials of living, and we do not want any. Babies will come into the world as they have from the beginning, and people will die out of it as they have done since the world began. Let us not run away with the idea that all of our treasured opinions are tu be upset. Through every change, all things which, like
WAMPOLE'S PREPARATION have builded a reputation on honour and PARTICULARS AND CONDITIONS of good service, will hold their place. This effective remedy belongs to the past, the
Commissioners is practically concluded, the { Hongkong and Kowloon Wharf and Godown 1903, at 3 P.M., at the Offices of the Public present and the future. It is not only up-to-
terms of the new treaty having been arranged, except as regards the opening of two ports in Manchuria the consideration of which point is aving to w.l-known circumstances, deferred. In consideration of a surtax on imparts of one and one-ball times the import duty (a nominal 17 per cent), all barriers for collecting in or other dues on all roads, railways, and waterways in the interior of China or Manchuria are to he abolished, except the native Custom-houses at treaty parts under the administration of the Imperial Maritime Customs. Likin on salt is to be abolished and all taxation on salt is to be collected at place of production or consumption, The same principle applies to opium. A surtax of 21 per cent on exports is provided for, as in the British Treaty. These are the main points (says the W. C. D News) in which the new U. S. Treaty differs from the Treaty of Shanghai negotiated by Sir James Mackay, and the American Commissioners have to be congratu lated on the success they have achieved in gaining the abolition of all taxation of goods in transit.
BELLEVILLE BOILERS.
TRIAL WITH 1.MS "EUROPA."
H.MS. Europa has arrived at Colombo from Hongkong on her Belleville boiler trial cruise. She had undertaken this with H.M.S. Sportint which had left Colombo for Europe just before her arrival. The Europa is thus described by the Times of Cry on:-
The Europa is a twin-screw first-class cruiser, 11,00 tons and is of the type of craiser built just before the Spartiate, than which she is 1.5 less horse power: Her average speed on the way put to Hongkong was 10.74 knots, a lesser speed than chat at which the Startinic sleamed-13 knots, though, paradoxical as it may seen, the latter

speed is more economical than that accom plished by the Europi, for in the development of the lower power minte coal is used par i. h.p. | On the whole voyage from Portsmouth to Hongkong the Eurrp consumed 3,400 tons of coal, against 2,600 by the Spartiate. Such result as this was anticipated. The Spartiate has a far better name as regards coal consumption than the Europa. Trials with the two cruisers were carried out at Ports- mauth, and, with the same staff to work each vessel, it was found that the Spartiate was 40 per cent, superior to the Europa on her coal consumption. The officers of the latter vessel, however, are proud of the fact that on the trip out to Hongkong, she has pulled up considerably; and, next the Spartiate, has burned less coal than any other ship of her class in the world on that trip. There is no doubt, and the officers do not conceal the fact that the Europe is a more expensive cruiser than the Spartiate.
1
THE SPEED TRIALS.
The Admiralty nidered the Europu to carry out a series of trials similar to those success fully accomplished by the Spartiate that is from Hongkong to Singapore and from Singa pore to Colombo. She commenced a forty hours' trial at full power from Hongkong, but it had to be given up on account of the hot bear- ings, and also to the fact there was a new and strange crew on board. She cased up, and they dug out and go things right, but they dug out and got things right, but the full power trial was not resumed, and it was thought

Again there has to be recorded the creditable fact that not a single man fell out. They had all worked admirably. "Of course," they said, "we find it a tremendous strain. In fact, these trials ought never to take place in the the tropics.*
BELLEVILLE BOILERS,
As regards the engines and boilers, there were absolutely no defects in the sixty hours' run. The excessive loss of water, which, is supposed to be inherent in the Belleville boilers, has been noticeable by its absence In fact the Europa is better for, water than the Spartiate, which on the outward voyage used 24 a day, against 20 tons used by the Europa. On the whole, therefore, the trials have proved eminently satisfactory. When the trial was finished, the Ozpiain fell in every
