CLIMATE CONDITIONS AND CRUELTY.

AN EXPLANATIN OF THE ALLEGEN MIS- CONDUCT OF AMERICANS IN THE PHILIPPINES.

General Nelson A. Miles, Commander-in- Chief of the United States Army while in the Philippines, recently made what has passed foran investigation into a long series of charges of cruelty toward nalives. and allegations of other kinds of misconduct on the part of Ameri- can officers and soldiers. Among the changes against the American army in the Philippires contained in his report of his investigations are the following: That natives were subjected to the water cure," which in some cases proved fatal; that natives were shot when they refused in act as guides; that natives were con- fined in such crowded quarters that some diet From aufcation; and that in one instance two natives were whipped to death.

Writing as one who has spent two years in the Philippines as a newspaper corres pondent, during which time he was almost continuously at the front, Mr. F. Coleman says in the 71 1. 6. I saw, personally, some thing of de "ervelty and mix onduct" which Gene al Miles investigated recently, To begin with, of the goally fund of start- ling stories which emanate from a campaign, whether they be tales of misconduct, or of valour, at der ain prcentage will be found, if carefully investigated, to be atterly untrue, and in almo every instance the bal mice will be found to be very much exaggerated, The most notabe incidents of cruelty and bravery alike are, on the other hand, frequently un- reported. I saw certain excesses in the Philip- pines during the first year and a half of the in- surrection; but in most instances, if not in all, they were actuated by what seemed the chief actors in the war-drama, as well as to various

That tropical climates have some effect in that direc tion will one day be equally well recognize;!; One has but to witness the long succession, of cases of insanity, nostalgia, and kindred ills that have assailed the United States army in the Philippines to gain some 'realization of the host of unseen, and almost unknown, foes that have combined forces with the more tangible illnesses of the body and the kinder fate of the fortunes of actual war. belive the American army officer to be one of the finest products of military history, and I have watched him campaign throughout the Spanish-American war, the Philippine insurrec- tion, and the last Chinese war. Almost as much might be said for the American soldier. Yet ! have scen American officers and American soldiers of a very fine type engaged in filling up an uncommunicative Filipino wth pure spring water, by means of a funnel placed in his mouth, with never a thought as to whether or not they were indulging in cruelty. I re- member distinctly the first time I ever saw the

'water cufc," as it was called. The surgeon with the party assured me that no injury to the native would result, and I confess I was as little shocked as any one at the pe formance, and s frankly pleased with the result, which was the ultimate divulgation by the rascally native of which we were in search. That any officer would crowd prisoners so as to actually suffocate some of them, and do so wittingly or intentionally, I do not believe. That natives were shot when they refused to act as guides sounds quite as bad. if not worse. Yet the conditions under which the fighting was going on at the time must be taken into consideration before passing judgment on.any such case.

Some time in the fore part of the year 1899 Aguinaldo, who was then ostensibly at the head of the insurrection in the Philippines, issued praclamations counselling his people to abandon

mary executions took place in the islands which were unnecessary, if most or all of these cases, without doubt, the effte of the climàtic influ ence on those whose duty it was to carefully weigh the ethics of the case was greatly, if not entirely, responsible for the occurrence of the event. With regard to the mention in General Miles's report of two deaths from whipping, was an eye-witness of an instance of native

whipping in the Philippines which was curi ously enough, the identical case. An American officer turned over certain insurgent prisoners to the incal native authorities, who were con ducting their own municipal government under the general direction of the commanding officer of the American troups in that district. The municipal authorities promptly instituted Spanish methods of torture in the form of a whipping past to exturi information from the prisoners. I visited the scene of the whipping and saw a sight 1 shall never forget. Kunwing the absolute power of the commanding officer
