We have now got another report from Seoul to the effect that this official again wired of the 3rd inst from St. Petersburg intimating to bis Govern- ment that Russian troops bad started from Antung-hsien towards Wiju. The fact, so far as the reports to hand are concerned, is that some twenty or thirty of Russian soldiers

The Korea Foreign Office'sent an official desprich sometime aga accusing the Russian Charge at Seoul with complicity in sending Russian soldiers, along with Chinese bandits to vinite the Korean frontier and engage in cutting timber in the Pengma (Paima) moun- tain ranges. On receiving this despatch the Russian Charge hotly answered the Korean Foreigo Office on the 2nd inst. to the effect that Russia, having a concession for cutting timber in the forests along the rivers Tamen and Yola and their tributaries, they would carry out the business, the Chinese with them were not bandits but Chinese workmen and the Russian Chargé did not use the word the Pengua, but simply mentioned the names of the rivers and tributaries and included the Pengma mountain ranges as amongst the forests along these tributaries. As a matter of fact the dispute has originated in the ambiguous wording of the agreement and the matter will be decided in favour of the party who is in the stronger. position..

On the 4th inst, the Korean garrison at Wiju wired to the Korean Foreign Office that about forty or fifty of Russian soldiers were stationed at Yongan-pho (Liuganpho) buying land and buildings and also reclaiming the coast there along the sea front. The Korean Foreign Office has ordered the local garrison as well as

the officials to prohibit the sate of land and the building operation as contrary to the treaty and told them to send away the Russian from the district. However, it is quite clear that the Korean authorities there are not able to cany out this instruction.

Mr. Hayashi, Japanese Minister to Seoul, has already requested the Korean Government to give a full explanation of these questions and the matter is regarded here as important and

as most likely to result in grave diplomatic developments. China Gazette.

THE PETROLEUM INDUSTRY IN DUTCH INDIA

The Sumatra Petroleum company has its oil fields and a refinery near Gobong. The outpat of kerosene from their refinery is about 1,500 to 2,500 tons per annum, and is sold either to the Royal Company or to the Shelf Company. The author examined a sample of the kerosene of this company, and found the following:- Specific gravity at 15° C., 0.812; Flash point, by Abel's apparatus, 27" C.; Colour, by Wilson, 2 marks. But apparently there is a lack of oil on the property of this company and their business is in a stagnant condition.
