-SIGNALLING TO BE
SPECIALIZED,
The Admiralty have decided that signalling is to be a specialized branch for lieutenants, just the same as are gunnery and torpedo work.. At the present-time, except in a few isolated instances, the tile of flag-lieutenant is a misnomer, The officers bearing it are not experts in signals, but are really aides-de-camp
to their various commanders-in-chief. Hence- forth, a new official is to be added to the staff of each admhal in command of a squadron, and the duties of the new officer-he will mosily be a commander-will be somewhat similar to those which fall to a military secre tary in the sister service.
Lord Charles Beresford, on taking over the command of the Channel Squadron on Friday, is to have such an officer on his staff. Vice- Achnical Sir Cyprian Bridge has one in Chinn, Admiral Sir Compton E. Domvile 'bas a chiel of staff on the Mediterranean station. The

It is manifestly improper that it should be the court of last resort for the many intricate questions arising from customs admlular Lou, to say nothing of the absurdny of permitting one of the members to legislate, perform executive functions, and then in a judicial capacity pass upon bis con- duct in his other two capacities.

The public is interested in this Leongsang case and the questions involved, and is anxious for final and competent judgment upon it in the courts. If the collector of customs has the remarkable power that he claims under the present law and the courts confirm him in those powers there will be a general request that he be shorn by some judicinus legislation.

The preponderance of opinionamong naval officers is that "Selborne's scheine," as it is popularly termed, will not prove successful. But when this prediction was made the influx of colonial cadets was not anticipated. It is, however, a factor that will probably make all the difference between the success and the failure of the scheme. The more colonials there are in the navy, particul arly on the quaster-deck, the greater must be the interest which the colouials take in that servi e, which will then become, in essence as well as in theory, a great imperial force.

The Pro- vincial Judge, an old acquaintance of Mr. Lockhart's made at Hongkong, also gave a party on the North Lake. · This is a great pleasure ground for Chinan-fuites, and at this season of the year is an attractive spot. Another visitor in Chinan is Mr. Oliver, late of the Tung. Wen kwan, now of the Customs Service. His errand is supposed to be in connection with the payment of the indemnity.-Ext, "
THE "LOONGSANG" CASE.
The Manila Times, of May 9th, states :~~~- It will be eminently satisfactory to the shipping Interests that there is to be a test in the courts of the question of the power of the collector of customs raised in the Longsang case, although there will be regret if the case fails to reach the Supreme Court of the Philippines. If it is held that the Court of First Instance was with- out jurisdiction in assuming to enjoin the col- lector in the Loangsung case, and if the whole proceeding is thrown into the Court of Customs Appeals, it will be impossible to carry the case up for there is no appeal from the latter tribu- nal.
We think Collector Shuster should have heeded the proceedings in the Court of First Instance, whatever his notions about hia Immunity from the jurisdition of that court. We think as a matter of simple respect for that tribunal and an example of conduct toward the machinery of the law on the part of a high official, that he should have appeared lo the Leongsang case and shown the court that it lacked jurisdiction over the case.
