M. Alexander Ular contributes to the New Deutsche Rundschau. a long article entitled "What are the Prospects for Germany in China?" He explains in detail the polite al situation in China and the attitude of the Chinese population towards Europeans, showi ing how the present state of affairs has been brought about. He blames European mer chants, an't especially Chri tian missionaries, for deliberately ignoring or abusing Chinese manners and customs to secure their own per sonal pecuniary gain, and the iniquity of the system under which Europeans are subordinate, even in commercial dealings with the Chinese, eply to the laws of their own county. He writes: "The following example, which is absolutely authenje, slows better thu all dis- cupsion how comprehensible the Chinese la red of foreigners is. The superintendent of an American mission at Shen-si bought, in 1899, silk goods to the value of £8000, and, in con- formity with the universal Chinese custom, gave a verbal promise to pay for them at the end of three months. When this time expired he did not pay, and credit was allowed for an other huge months at 11 per cent, per month As the good Christian did not pay at the end of the second three months the creditors up- pealed to the couts, where they were told that the missionary was subject only to the jurisdic tion of his own consular cruri, which was a Tientsin, 500 miles away. By carefully re. maining inside the mission house the sapevin tendent evaded the lynching which so many of his comrades had suffered in similar circum- stances. When the matter finally reached the Consular Court the latter demanded, in accor dance with American law, the signed proof of the debt. As the missionary had adopted the Chinese custom of promising by word of mout Do signature could be produced; the American Court, therefore, honourably arquitted the superintendent and denounced his creditors to the Imperial authorities as blackmailers." Mis- sionaries, says M. Ular, are the plague of China, and their season for guing there is ve y evident. The writer gives a clear view of the progress of Russi induence in China, relates the inner history of the recent Boxer rising, with its attendant complications, and concludes: "The great victo:y of the white, over the yellow race resolves it mlf into a wretched massacre in favour of the Russian policy. China, in the embrace of the Russian power, under a Manchu dynasty, which is bound band and foot to. Russia, is and remains merely Russiz's batter- ingram against the pressure of European colonisation. And now we can put the question: What has Germany to expect in China? Politi. cally, sooner or later, a collision with ite Russo Chinese coalition; and nothing else. What mic Germany's economic pinspects in China? The Kaiser's great dream most prob- ably was to create a German India in China. But China is no India, Should the gigantic Russo-Chinese alliance really tolerate Western activity for any length of time, the inevitable development of the economic conditions would be broadly as follows :—First period: European capital works in China (with European imple- ments and Chinese labour; China becomes a magnificent market for European capital. Second period: European capital works in China with Chinese-implements. China be comes a bad market for capitalists. Terrible. reaction falls on European workmen. Third period: Chinese co-operative capital takes the place of European capital. China becomes impossible as a market for European capital and labour. Fourth period: Chinese economic activity, with Chinese capital and implements, secks markets finally in Europe. Decline of the Western industrial States. But there is one hope for Germany. China must be in- structed. Not, however, by Europeans accord- ing to European ideas, but by Chinamen in accordance with Chinese ideas; not in religion, literature, history, philosophy, and other fanciful topics of mental luxury, but something to grasp, something needful, such as geography and commercial science, agriculture, zoology, bot- any, mineralogy, mathematics, technicalscience, physics, and chemistry. It is such teaching that the Chinese require; let Germany supply them with teachers.

It is not field- marshals, not armies and fleets, not diplomats and priests but teachers who will conquer China, and they will do at peaceably and to -the universal good."
