Alikough the general methods of Muscovite eliplaruacy do not always coincide exactly with diplomatic methods as practised by European nations in dealing with foreign, and especially with vastly weaker peoples, yet, the success which crowns invariably the slow and persist. ent efforts the Tsar's advisers cannot fail to win our admiration. "All things coms to him who knows how to wait" might be Inscribed very fitly above the portals of the Foreign Office in St. Petersburg. In the vast Russian Empire, over which there seems to brood a lethargic stupor, its but natural that time should seem to be of no account; alike in public, and private affairs the general axiom is "Festina_lente," and the idea has been ̈im. hibed even by the drşbky steeds that crawl about the streets of the capital. But, just as. the droshky-driver can impel his unkempt pony to break out into a headlong gallop for the last thirty yards of the drive, so, when occa sion arises, can'the Russian Government pui forward its best foot and work wonders in a very short space of time. Such an occasion arose when Port Arthur and Ta-lien-wan were
• definitely leased by China to Russin on March 27, 1898. The granting of this lease settled the ultimate fate and eventual Russification of Manchuria,

Mutuality is an equivocal idea when it. is mentioned in treaties concluded by Russia with helpless China. Whatever China's wishes may be when the treaty expires, it may be con jettured in all certainty that the rising sun on March 28, 1923, will find the Russian flag still flying over Dalny. Is it not at all likely that Russia is making this enormous expenditure under a lease that might to expire in twenty- five years?—P.M.G.

The work of developing Dalny under such conditions during the past two or three years is really astounding. Already the po pulation numbers nearly 2,000 Europeans and 50,000 Asiatics, though, of course, many of the fatter are workmen engaged in founding the new town and port. Of the projected quarters of Dalny, that known as the "Administrative Town" is already completed; and it consists of solid stone buildings on the most approved European model. The
"CHINESE TOWN"
will be completed shortly, and it contains a temporary railway station, which will be used until the building of a large central railway station, in keeping with the importance of Dalny, is finished. The various quarters of the rising town have been laid out in such a way that they can be enlarged considerably, if need thereof should arise. This fact bespeaks the future importance that the Russians attach to the development of Dalay. The water supply of the town promises to be admirable ; a system of pipes brings the water t. the town from the mountains, which are twelve miles distant, and Dalny has been provided with an immensa reservoir and a filter.
Dalny is connected with its hinterland by means of a line of railway, which in turn is connected with the Manchurian Railway, and which is intended to supply the port with the rich local productions; these are mainly ores of all kinds, and wood. Steps have been taken already to promote the sea-borne trade of Dalny, for the authorities have resolved to establish a service of

The capacious barbour has a depth of thirty feet; this depth can be increased by dredgers, so that the biggest stearners will be able to enter Dainy. On the eastern side of the bar- bour the immense moles are nearly completed, and there is a project for erecting a breakwater seawards and across the mouth of the harbour. Then, as trade increases, i
