-THE-FUTURE-OF-SILK CULTURE IN JAPAN.

The last copy of the Bulletin of the Silk Association of Japan contains an article by M. Satoni on futute of silk in Japan, in the course of which he says

The statistics published by the Government show that silk culture has made rapid progress during late years. The total amount of silk production has risen from 1,177;005. kohu to 2,512,000 kožu, and the land under cultivation of the mulberry has likewise risen. The favour able conditions which have been the cause of this progress have been on the one hand the increasing demand for silk from abroad, and an the uther that the agricultural population finds it can scarcely gain a living agriculture alone, and consequently has silk as a supplementary product. For a country like Japan with a population on a limited space it is not wise- I will not say it is impossible--to count on agricultu e as the principal cause of national revenue. The rise in the price of agricultural products, particularly rice, is favourable to a few of the rich farmers who own considerable land, but not for the great majority who only cultivate in small quantities. Under such conditions our agriculturalists could only do one thing-find an industry more advanta- genus is a supplementary occupa ion, or eplace agriculture itself. Happily the climate of our country is temperate and admirably suited to silk culture. This industry is no longer a speciality of certain districts, but is now more or less all over the Empire. It is to be hored that the foreign demand for silk willincrease year by year, and that we shall not have to fear the danger of a disaster, such as, for example, the failure of the rice. Whilst, however, the future

is full of promise for the sale of silk, it must not be forgotten that Japan has powerful competitors. Italy and France have increased with remarkable rapidity their powers of pro- ducing silk, and it is certain that our silk is of no better quality than theirs. The Japanese silk is simply used to replace Italian or French silks on the markets at Europe and America. Statistics show us that when the crop in Europe is bad, foreign consumption turns towards Japanese silk and then only buys considerable quantities. The export of Japanese silk is, there fore, regulated by the state of the silk crop in Europe If the crops in Italy and France are sufficiently abundant for the demand, Japanese silk le not wanted. Under such conditions all our efforts should be directed to render the produce perfect, because excellence of quality is the first condition of their development hbroad. At the present day ore of the most important things to perfect the quality of our silk is to expand and perfect the textile in. "dustry. If that industry is developed under good conditions we shall be in a much helter position than we are at present, as we could. export tissues instead of raw silk, by which also we should gain the profit of the producer and the manufacturer. Besides, in moments of commercial crisis, particularly in the silk trade, it is much preferable to hold silks as tissues than as raw material. Whatever it is, the textile industry of our country is still in a

period of infancy in its development. It is to be warmly hoped that prompt measu es will be taken as well by the government as by the silk growers so as to n'd the advance of this branch of industry.

Commenting on the above, M. you plant the mulberry, The culture demande special atmospheric conditions. Up to the present, in fact, Japanese manufacturers, notwithstanding their mar vellous aptitude at assimilation of European methods, have scarcely mastered the Industry of mechanical weaving. They have remained attached to the old native method less by spirit of tradition or of routine than by well under stood interest, because on the one part the low price of labour renders fexi necessary the result ing economies of mechanical proceries. Above all this weaving demands silk of a superior quality. The Japanese have up to the present found more advantage in selling their product in a raw state, than in manufactured tissues, which would only find buyers in Europe and America as a certain price. It is a question which merits' special and deep study which M. May recommends to the Japanese Silk Association
