The only reason for addressing the Governor on such a subject, which obviously cannot be decided by him, is that he may forward such representations to the Colonial Office, for which he is the appointed channel. Surely the Hon. Ho Kai might have learned this fact in his experience as a member of Council! I think, with all deference to his industry and ability, Dr. Ho Kai, would have been well advised to drop the subject.
