SOUTH MPTON, March 14th. Southampton has oft been the scene of departures and arrivals of famous soldiers and statesmen, whose, goings and comings were fraught with import to the history of the Empire

That her, citizens have never stinted thoir enthusiasm on these occasions we know foll well; for dies not good Froissart tell us, in his own quaint-way, of the great feastings which occurred when our forbears departed for the glorious fields of Crear and Poitiers. Neither have they done so during these later epoch- making years of nur history. From the winter of 1899 to the spring of 1952 the inhabitants of this old city have been the last to wish our troops God speed," and the first to welcome them home again in the good old English way-our women with a wining smile and wet eyes, aur men, with a hearty cheer. They have proved again on this March morning that their fund of patriotism is far from exhausted, and their receptio of our popular and talented Colonial Secretary was a grand one. South ampton cin datter. herself as having echoed the sentiments of the British nation in a manner meet to the occasion. The morning was cold, windless and somewhat misty, not so much so, however as to blot out, from the expectant throngs which had assembled early in the Ducks, the bright bunting which all the ships in part we,e flying. The long shed on Octan Quay was gaily bedecked with flags and redcloth and from the doorwa, which was draped with Union Jacks and the Star and Stripes, (this last a delicate compliment to Mrs. Chamberlain), a carpet was placed along the wharf to the gangway The interior of the shed tastefully decorated with bunting and garlands of flowers contained a big privileged pubile who were separated from the line of morch by wooden barriers, The quay itself was strictly reserved for the local authorities, the friends and family of the fourth estate. Amongst others were persent the Mayr and his municipal staff accompanied by the macehearers, Mr. Austen Chamberlain P. M. General, Miss Chamberlain, Sir Charles Owens, Sir Robert ferbert, the Hon. J. Scott. Montage, M.P., Lady Cecil Montagu, Colonel Stackpole, embarkation officer, Captain Morgan and some of the leading local gentry.

There was a brief period of waiting during which the writer speculated on the great advantage it would be to, British prestige in Hongkong did that city possess a red-robed Mayor with brightly bedizuned acolytes. One of the civic weapons, (borne by a sturdy three- corner-hatted macebenrer), which seemed s cross between Cœur de Lión's battle-axe and a Canton executioner's sword, would certainly have been of impressive potent to the un educated masses of our Celestial subjects. Such thoughts were suddenly routed, however, for the si'ence of this misty morning, when the slightest saund carries far, was broken by the shrill whistle of welcome from the tugs, which was answered, by the deep booming drone of the Norman's syren. Gradually the form of the great liner emerged from the mist and grew more distinct as she drew neater and nearer to the quay. From an artistic point of view the effect was admirable. A perfect symphony in grey. The blue grey of the big ship's hull toning gently into the grey of the haze which seamed to wrap her all around. Right to time, the vessel drew alongside the wharf and her advent was signalled by the cheers of the spectators in the shed, which chears wer' taken up and rapeated over and over again by the dense crowds assembled in the docks and along the line of route. As the ship was being moored Mr. and Mrs. Chamberlain slood on the promenade deck amongst the other passengers. The Minister, who looked fit and well and was fanned by the sun, wore a dark blue overcoat with an astrachan collar and a silk hat. Mrs. Chamberlain, who looked really charming, as she waved her greetings to her family and friends on shore, was attired in a dark travel- ling costume and hat with black wings. The gangway was soon up and the Southampton deputation went on board. After a few words of greeting from the Mayor, Miss Sanders, the acting mayoress, presented Mrs. Chamberlain a handsome bouquet of red and white orchids and maiden hair fern; and a pretty incident occurred when that same lady handed the Colonial Secretary a magnificent white orchid for big button hole, for it had been remarked by all on bis arrival that the right honourable gentleman was without his favourite embellish- ment. After a few minutes of conversation the distinguished company landed and proceeded in open carriages to the hall of the Hartly Jnsiliute.

AT THE HARTLY INSTITUTE,

After atriumphant passage through the Decks, upOxford Street, Bernard Street and High Street, all of which thoroughfares were brightly decorated and lined with dense cheering crowds, Mr. Chamberlain and his suite arrived at the Hartley Institute at 9.40 am, it must hore be said that the interior decorations of the hall were far from effective, and were rather like what one might expect to find in a work- man's club on Xmas day. The balconies were festooned with a decidedly dingy red cloth, and the platform was draped in red, white and blue with more fringe, Suspended to the lower gallery and facing the platform was a panel on which were the words "Welcome Home," in white letters on a red ground, and lastly the hall was hung, with" a multi plicity of silken Chiness Banners?! scores of them all alike three compered, green bordered,

The close of the speech was marked by enthusiastic applause. had turned fair and the spring sunshine made the coup d'oeil a most bright and exhila- rating one. The escort was furnished by the local Yeomanry corps, and the route lined by the Hampshire Royal Garrison Artillery Volunteers and the 2nd V. B. Hampshire Re- giment, whose smart appearance and bright uniforms addert considerably to the pictures- minutes which el psed before the special star- queness of the spectacle. During the few ted, Mr. Chamberlain expressed, to those pre- sent, in a few well chosen words, on behalf of himself and his wife, the gratification which they felt for the welcome accorded them by the people of this old Han.s port. Punctually at 0.45 am. the train moved out of the station bearing the popular minister to the still grander reception which awaited him by the population of the capital.
