IS THERE OVER-PRODUCTION IN SHIPBUILDING 1:
At a time when freight rates are low, if not unremunerative, due, according to many Aurorities, to over-production in shipbuilding the report of Lloyd's Registry on the additions to, and removals from, the shipping register of the United Kingdom comes most opportunely; and it would almost appear, says Engineering, from the fact that, there was a net addition of 743,354 tons, to the British Fleet during the past year, that there is some ground for the contention that there has been too great a vol. ume of ships built to meet the ordinary waste and loss. This addition, too, follows upon a series of annual increases, the yearly gross increment to the British Fleet during the past ten years having been 1,031,800 tons, from which must be deducted the annual Waste, averaging 978,253 tons, and sales to foreigners, leaving a net addition of 312,284 tons per annum. This may seem very small, in view of the steady expansion in-over-sea trade, but there is a continual process of reconstruc tion going on; and in recent years there has been an extensive conversion from sailing to -steamship tonnage; so that the carrying value per 1,000 tons is considerably higher to-day than it was ten years ago The proportions of steam and sailing tonnage to the total have undergone an important change. In 1892, 736 per cent. of the vessels registered in the United King dam were steamships, leaving 254 per cent. as, dependent on the "unbought winds." Now the proportion of steam tonnage is 85 per cent., leaving only 141 per cent, as sail tonnage; so that it will be seen 13 per cent, more of the total tonnage is steam craft. Thus the increase in the total tonnage owned in the kingdom-2,147,500 tons in ten years is much more efficient from the cargo. carrying point of view than the figures would indicate; for a steamer of 1,000 tons will do about three times the work of sailing ship of the same size, by reason of the regularity of her speed, and the directness with which she goes
from port to port. Taking each sall-ton, there fore, as equal to a third of a steamship ton, the relative proportions, adûs Engineering, are 10,- 000,00 (ons in 1892, as compared with 13,000, ooo tors now-an addition in ten years of 30 per cent. As shown in Engineering, there has also been a much larger increase in foreign tonnage about 103 per cent,

The execution of the official for his wilful negligence in protecting Messrs. Bruce and Lowia of Chenchou Inst summer has had .B wholesome effect, on every official in the province, writes a correspondent to the N. C. D. Nawr. They have never been more solicitous for our welfare than now. Consul. General Fraser is to be commended and deserves the thanks of all foreigners for the admirable way in which he managed this affair and brought the guilty to justice. The officials realise now that decapitating a dozen or so coolies will not atone for the wanton murder of peaceable foreigners when the officials could have prevented it had they but taken ordinary precautions to do so. execution of the official who slammed the door of his yamên in the face of one of the missionaries seeking protection, caused a stir throughout the province. Everything was quiet here the day the execution took place outside the city gate; by a skilful blow of the executioner the head was all but severed from the trunk, but death must have taken place instantly. The body lay for some hours exposed to the gazo of the curious crowds; many a curse and muttered threat was heard; some went so far as to say that the time would come when they would take revenge on the native Christians. Feeling ran high but pressure from above kept it in check. We were not at all surprised to hear that the V. M. C. A. boys of Shanghai were very much exercised over this execution. The report that the execution was witnessed by a large number of foreigners is all nonsense; there was only one foreign. gentleman present and that was Mr. Russell, the representative of the British Government,
