THE HONGKONG TELEGRAPH, WEDNESDAY, MARCH 18, 1903.

THE SHANGHAI ICE, COLD subsidiary and bank pass books and vouchers, STORAGE AND REFRIGERATION | and that the foregoing accounts and balance

sheet are correct and in accordance therewith.

JAS. H. OSBORNE,

"COMPANY, LIMITED.

Report of directors for the year ended 30th November, 1902, for presentation at the fourth ordinary, meeting of shareholders, to be held in the Chamber of Commerce Rooms, 1, Yuen-ming.ysen Road, on the 25th March, 1903, at 40'clock p.m.

The directors now beg to submit to the shareholders the audited accounts for the year ended 30th November, 1902.

The balance at the credit of profit and loss account is Th. 7,620,33, and from this amount there are directors and auditor's fees to be deducted, leaving a balance of Tls. 6,770.32, which it is proposed to carry forward.

The result of the year's working shows a very marked Improvement upon that of 1901, and this notwithstanding the extremely low prices charged for ice.

The 25-ton plant is now fully completed and works satisfactorily.

.

The propery leased by the company in Amoy Road has been sublet and the machinery re- moved for the present to the Yangtozepod works. By this action a considerable saving is antici pated in working expenses.

The price to be charged for ice during the coming season will have to have the serious consideration of the directors, the large increase in the price of labour, stoses and in fact all commodities will probably necessitate an advance in prices overthose previously charged, Directors.-The directors have to lament the

THE CHINAMAN AS MINER.

A correspondent writes to the Financial

News: it appears to be assumed in certain circles that if, as a last resort. Chinese labour has to be introduced into South Africa, the Rand magnates will only have to whistle to get as many Celestials for import as they desire. People in this country have an idea that China is teeming with a surplus population of able-bodied men, who are only ton anxious to obtain employment anywhere and on any conditions.

"This, however, is very far from being theing it to be landed here. case. As I have spent some five years in the country and ten in the Straits Settlements, where there is a large Chinese colony. I may claim to know something about the question. For export employment purposes the available population of China consists of the inhabitants of a few maritime villages in the region of Foochow The inland villager has a holy horror of the sea, and no inducement could be held out which would tempt him away from his own land. The coast- dweller is somewhat more adventurous; but even he is timid and vacillating. Moreover, though THE P. & O. S. N. Co.'s Steamship

Bills of Lading will be countersigned by the Undersigned. Goods remaining unclaimed after THURSDAY, the 19th instant, at NoDN, will be subject to rent and landing charges.

Mr. J. D. Thorburn has been elected a member of the Board and this requires con- firmation.

a night shift would not appeal to him at all, and I am quite certain that a Rand labour agent, unless he made up a very pleasing and rosy tale, might spend a month in China without obtaining a single recruit,

"It is true that the tin mines in the Straits Settlements are worked entirely by Chinese labour; but it should be remembered that the case is peculiar. For one thing, several generations of Chinamen have now worked in these mines, and so the fear of them bas in some wise worn off. Moreover, the recruits are obtained almost exclusively from three villages so that the profes- s'on might almost be called hereditary. Other Chinese in the Straits Settlements find various employment-such as pulling jinrickshas, &c. They are by no means ideal citizens, and can give the police a lot of trouble on occasion. In this respect they are like sheep, and will all follow the lead of one.

"The point, however, is that, with all the advantages they can offer, the tin mines of the Straits Settlements are perpetually short of b bour. During the past few years managers have had to offer higher and higher wages in arder to gets recruits, and the wages now werk

out at something like $30 to $40 per month. (This is, of course, the Mexican dollar.) If the Rand mines propose to compete for this supply, 693 33 | they will certainly have to offer £4 a month, if -11,237.19 not more. Apart altogether from the trouble, 29.58 expense, and danger of housing the Chinese recruits when they have got them, this is an initial fact which they will have to face; and, In any case, Chinese labour at 44 a month will not compare very favourably with Kaffir labour at The importation of Asiatic labour does not offer the easy and comprehensive remedy for the Rand's traubles that some people ap pear to think; but the Rand- magnates have shawn, before now that difficulties exist only to be faced and overcome.
