Mr. HENRY PHIPPS IN HONGKONG.

London; toth March. The death is announced of Mr. H. C. Leigh- Bennett, Conservative M. P. for the Chertsey Carnegie, has arrived at Hongkong from the Mr. Henry Phipps, who is a partner of Mr. Division of Surrey, since 1897.

A few days ago a pro- clamation was issued saying that the bund had be undertaken. Upon inquiry I find that been surveyed and its construction would soon

Whether the agreement is in the mature of a contract, and what the nature of the contract is, I have not been able to ascertain. There are many ru mours abroad regarding it but most of them are wide of the truth. It will certainly be an advantage to shippers to have a good bund.
