THE CRISIS IN KWANGSI,

The telegram from Peking which appears this morning with reference to the curious complaint of Governor Wang Chib-chun of Kwangsi about the constant and perplexing interchange between Marshal Su's troops and the rebels, who became one day "Imperial troops" and the next rebels, after furnishing. themselves with more arms and ammunition from the Government stores, although strange to modern ears, is not new at all so far as this country of entrarieties is concerned. During the turmoil and constant fighting which took ples between the last years of the T'ang dynasty, A.,905 and A.D. 960, when the first Emperor of the power'ul Sung dynasty mounted the Dragon Throne, the interregnum of fifty-five year saw the reign of five dynasties, composed of successful generala of the usurpers. History tells us that men then changed masters and then returned to them as frequently as they changed their coats, and often high offi ials, thinking themselves sur rounded by faithful troops of their sovereign would find to their cost that they were in the hands of some rival claimant to the Throne who had succeeded in the tempering with the loyalty of the erstwhile Imperialists. To revert to even later times-the Taiping rebel. lion, 1849-1864-Imperial troops with their officers having turned Taipings returned to their allegiance after a time, to go over to the Taipings, the moment they frond the rebels too strong for them and vice versa. The same policy it would seem is being pursued in Kwangs--to the benefit of the rebels. But with reference to the desire of Governor Wang Chih-chon that Marshal Su should be dismissed, it is another thing al together. If the Marshal is like ordinary Chinese generals of the uneducated class we need not be surprised if we hear of his troops coercing him into joining the rebels the moment the Imperial decree dismissing him from the service is issued, whilst as to the mandarins in Peking if they are mindful of their histories, it is quite likely that to prevent such a contrelemps they will find means of putting the Marshal out of the way,--M. BRITISH PATROLS NEEDED.

To those who live in peace and security in the Homeland, taking their pleasures, perhaps, during the summer vacation on tranquil in- land waters or in cruising about peaceful coasts, it is difficult to realise that at the present day piracy and dacoity are carried on nlmost daily within practically a stone's throw of our British Chinny of Hongkong. Such is the ease, however, and these scourges of the waterways on which aur mercantile marine is so busily employed are day by day becoming more daring. Things have now reached a crisis, and it is high time that our authorities took vigorous steps to suppress a state of lawlessness which is not only detrimental to commercial prosperity hut dangerous to life. A short time ago our ex- consular constable at Cantan while proceeding by junk from that port to Hongkong, was so severely wounded by a party of pirates who held his ship up that he died in the Shameen' Hospital a couple of days afterwards. All the valuable cargo and money an board were seized by the robbers, who got safely away. Formerly these miscreants fought shy of steamers or junks that carried foreigners; but since their successful ass-ult some time since on a house- boat having on board a German sportsman, in the Canton Delta, they have become more nudacious. From details of that nutrage it Appears that the pirates spared the lives of the natives, but decided to kill the foreigner. They fired six shots at him, and, thinking that he was dead, were about to throw him overboard The prayer of the crew, however, that they might take the body in Canton for burial was granted, and thus it was that during the last hours of the unfortunate man he was tended by his own kindred.

THREE DAYS' ROBBERIES.

The insecurity of Chinese life and property in Southern China is really so very appalling that I must quote a brief summary of sever robberies that are reported as having occurred on three consecutive daya in one week recently in the Canton Delta. A rice' shop in Canton City was attacked by thieves, who, with the -Exception of one, got off with all their plunder. This man stayed behind after the alarm bad been given with the object of wrenching off a Jade-stone bracelet from the wrist of the owner of the establishment and was captured. A street policeman was badly wounded in the affray. The captured robber was afterwards strangled at the steamer wharf of Canton. The second crime was perretrated some little dis tance from Canton Fineen vessels were plun- derrd. Frequently the wretches board steamers and junks from long, swift, dug-out canoes, or from steam launches, which they have previously seired. They generally abandon the launches in some out-of-the-way creek when their work is done-Morning Post.
