The Trade of this section is quite well known to the various steamship companies, and once a waterway for the grester part of the year is found, they willb: quick so stari steamers in this direction The object of Ciptain Smith's trip was to ascertain if a passage couldbe found for light draft steamers at this season of the year. There is no need to question the possibility of sale navigation during the summer onths, for then there is abundance of water: even large steamers could make the passage without the least fear. But the crux in steam navigation will fit between the months of September of one year and May of the next. Strange as it may seem the difficulty is not in the Yuen River, but in the Tongting Lake, which in low water se son spreads out over a vast area, without apparently having a main channel leading in any direction. But many are of the opinion that channel exists, though it is impossible to get reliable information from Chinese junkinen, since they never go diagonally acr 55 the lake, but skirt the shores. Boats coming fum Yuchow to Changteh never Inken diagonal course across the lake, as might be inferred from looking at a map, bur follow the eastern Shore almost duc south as if going to Chang-sha or Siangtan, until the lake is crossed, the take small streams and canals going west which run practically parallel to the southern shore, finally crossing the south western arin of the lake into the Yun River, Boatmen do not take the dice 1 and natural course even in ligh wuer, for the reason that the passage cannot be made in a day, except under the most favourable circumstances, and if caught out at night they are without proper an chorage, Furthermore there is danger of sudden high winds, which might do considerable damage to native boars when out on the body of water, 1 beguinen prefer the longer way, which from the standpoint of the reaf, has the advan- tage of being withot risks. But the things that militate again t native junks would obviously not aff ci steamers in the least, and what seems needed is a careful survey of all parts of tho lake in low water season that its exact state may be ascertained. If a passage is found and Captain Smith was hopeful when he left here, there is no reason why a thriving steamer trade might not begin at once; as it is, any medium
draft steamer may find plenty of water between the month of May and September.

Internecine strife has for a number of years played havee with the normal growth of the trade of the country, and pre- vented its development in a manner that, with a less excitable and belligerent population, would have established the prosperity of the community and restored its finances to some thing approaching a sound and substantial status. As it is at present, with civil war existent and cross-currents always flowing or ready to burst forth, there is no real stability either in the Government or the State; and although there is a vast amount of British capital in the country, it is regar❜ed as very speculative. These investments are principally in the rail- ways of the country, of which there are nearly four hundred miles The revenue and expendi. tare are approximately given as just over a million and a half for the yeit goo, the usual devices being resorted to se ure a budgetary equilibrium without conspicuous success. Ven zuela had a standing army which, under normal conditions, is distributed in about twenty of the principal towns, and consists, roughly, of four thousand men. But there is, in addition, a national militia, in which every LI
citizen from the eighteen to the forty-fifth year inclusive must be enrolled. In times of civil war fhis force has totalled. 60,000, while the total number of citizens liable for military service, according to the law of the country, is not far short of 250,000. For a republic with so many seaports, the Venezuelan navy, is not a fearsome thing to encounter, consisting as it
does of the Libertidor (ex Ban Righ), the armaments of which would not be out of place in a touring drama; then there are two torpedo gunboats of a very modest character (the Rolivar, 571 tons, 185 knots, launched 1891 and the Miranda, 200 tons, iz knots, 1895); and three river steamers, So hat there is not much in this resp ct for oursquadron of cruisers ad gunboats to fackle, even if President Castro pursues his present suicidal policy to the bitter end.
The N. C. D. News reports that the local mandarins have received news from the South of the capture by rebels of the prefectural city of Liuchos, not far from Kuelin, the provincial capital of Kwangsi, in consequence of which the situation of the last named city is now very serious, there being not quite 5,000 men hold ing the place. The loyalty of these troops, aven, is suspected, an i it is thought that the moment the rebel forces appear in strength be fore the provincial capital the garrison will band it immediately over to the rebels, who in- tend to make Kuellin the capital of the new Chinese dynasty. What the leaders of the re- 'bellion really want, however, is some seaport, so as to have the mea's of easy communication with their friends outside. Once Kueilin is captured and they have a regular base to work from in extending the rebellion to other pro vincer we may expect them to make a decided effort in capturing some important city on the sea coast.
