The Magistrate went to the place rented by the foreigner, and he found a wall had been erected all round the compound, with a foreign gte built in it. The godown held a stack of tens of thousands of cattle of coal. He was informed that there were in addition numerous, bont loads of coal on their way. The caretaker in charge of the premises said the Chinese and foreign man. agers were away in Tientsin. On being asked to produce the necessary certificate for his actions, the caretaker said the papers had already been presented at the Yamên.

LORD CURZON ON CURRENCY.

The part of Lord Curzon's great, speech, at the annual gathering of dis Rengal Chamber of Commerce in February, which' interests the public generally in bis Excellency's opining on. the effect foreign capital nught to have on the industrial development of India, and his con suniing adiniration for the present currency system of the hand. In the course of his re marks the Viceroy said:

It cannot be denied that in many respects. we are still backword, and that we are only at the beginning of the race. I have often set myself to ponder over causes that hie hitherto retarded our development, and that make it to some eyes appear so slow. I should like to say what I think they are.. It is a truism that there can be no economic or industrial development without capital, and it is round the attraction of capital to India that the whole question turns. Now there are two kinds of capital in this country, foreign and native, and I have a word or two to say about each, In the first place, let us real se what is borne in upon me every day that there is a good deal of ignorance in England about India If this ignorance affects Parliament and some- times causes extraordinary questions to be put by well-meaning persons, equally does it affee

the business world.

DURNING OF A CHINESE JUNKE

From Chinese sources we learn that the Chi- nasojunk loi Lung was recently burnt off Sui Tung It appears that on the night of the 6th instant the junk in question was entering Sui Tung harbour witira cargo of mating, ground nut oil, crackers, and a large complement of passengers,, As is the custom with all Chinese, junka; on "entering a port, joss papers and crackers were offered up to the god of the sea as a thanksgiving for a safe passage. An exciting scene ensued and men, women, and chi'dren fought to gain the crafte: In the struggle, many were knocked down and rendered senseless, whilst those who had obtained a footing in the boats were ruthlessly pusled overboard and, not being able to swim, were drowned. At any rate, ac- carding to reports only two boats, containing about thirty souls, managed to get away" from --- the burning vessel. According to one of the survivors, the aky, was lurid for miles around, and this combined with "the" explosion of some gunpowder and crackers, which the junk carried, m de a grand, but tragic sight. The fire lasted for ov r an hour, and was .only put out when the ill-fated junk, owing to the explosion, gradually settled into the water. The next day a little feet of fishing smacks and junks congregated on the scene and managed to save about eight mon who 3 spar. The sea was were clinging to

There, then, is another factor that has long retarded movement in this direc- tina, viz.,” the uncertainty and want of confid- ence in our currency, due to the acrobatic and disconcerting movements of our old friend, the rupee.

ARMY

The practice of appointing Imperial Com.

missioners to inspect the troops of the various provinces in China began in the reign of the Emperor Chien Lung (1736-1796 A.D.), the Sin Wan Pao says. According to this prac tice, the troops of Ch hli, Shensi, Kansu and

zechuen hould be inspected in the first year;: those of Hopeh, Hanan, Yunnan and Kwang- ang and Kwangsi, in the third year; and those of Shantung, lonan and Kiangsi in the fourth year. Thus the military forces of each province have to undergo an inspection once in every four years. It has hitherto been the custom that, immediately after the opening of the official seals" at the beginning of each year, the Board of War addresses a memorial to the Throne, asking that somebody, be selected from among the Chamberlains of the Imperial Guards or the Manchu membera of the Grand Secretariat or the Mancha Presidents or vice.......
