OSAKA EXHIBITION.
AN INSPECTION of the work IN PROGRESS,
As the exhibition is to be opened by 1st March there is an immense amount - of work going on, writes a correspondent in the Japan Gaseffe, and strangers are not allowed in the grounds except under very special circum- stances. Mr. Y. Mohri, the zenious secretary of the exhibition, assured me that it would be ready by that date without fail; that is to say the buildings and all arrangements so far as concern the Exhibition staff, will be completed, though of course exhibitors are liable to be less punctual.

Mr. Mohr introduced me to the Imperial Commissioners, Mr. H. Ola and Mr. H. Shugir, whom I found most affable and obliging. In the few minutes while I was with them, they had a constant stream of men coming and going, to ask them about this thing or that thing, and frequently a dozen rushing at them at one time from different directions, all wanting some advice ar in- struction about the work. There seemed to be never a moment's rest fir any of them, Al is activity and rapid progress. From the inspection of the grounds which I was enabled to make, with Mr. Mobri's guidance, I am quite convinced the exhibition will be a brilliant success.
On entering the grounds, a fac-simile of Nagoya Castle is to be seen, and the interior of the castle will be fitted up as a bizar replete with every imaginable article under the sun, Near this, the first of the exhibition-balls to be seen is the Industrial and Agricultural Bulld. ing, industries being on the left and agriculture on the right. There is a large Machinery Building, with boiler already in place for putting the exhibits in motion, but little machinery is there yet.. Mr. Mohr, however, is quite sure, judging by the rate at which progress has been made, that all will be ready by March 1st. The Educa- tional Building stands next to it. Messrs. Andrews & George have a building of their Own, and I understand the interior will be something specially worth seeing,

Messrs. Bruhl Brothers have a very pretty waterfall set up near the entrance, and will have automobiles going about the grounds. Messrs. Oppenheimer Freres have also a large machinery exhibit; I saw many of their cases not yet unpacked. Messrs. Takata & Co. have on view pictures and plans of notable specimens of iron and steel bridge work, while large spaces are reserved for some of the principal firms, Heller Bros., Rohde & Co., M. Raspe & Co., Healing & Co., and others. The Mitsui Bussan have already got some of their machinery erected. Messrs. Weinberger have A building of their own close by. Mesirs. Heller have, for the Austrian Government, a large building with a garden in front, where they will put a fountain throwing a jet of spray 250 feet high. Mr. Horn has a building for machinery, just opposite the Canadian building. Cold storage is provided in a suitable pavilion, near which is a quaintly-constructed band stand in the shape of a pagoda. Just past this is a very large fountain surmounted by a fine atatue of the goddess Kwannon, modelled by the Tokyo School of Art.

The
Statute in question, promulgated June 17, 1901, prohibits all foreign mining operations and other industrial exploitation within one hun- dred verits (about sixty-six miles) of the coast line. The petitioners state that, owing to the lack of rative capital, and the absence of all spirit of enterprise on the part of the Russians themselves, there is no immediate prospect of a rational development of the mineral wealth and other industrial resources of that region. It is painted out also that, as at present admi- nistered, this prohibitive law is partial and unsatisfactory in effect. Exceptions are made in the granting of concessions without any comprehensible bases. There has lately arrived at Vladivostock quite a crowd of American, French, and Belgian prospectors, all of them representing wealthy Syndicates, seeking mining concessions on the Ussuri, in Sakhalien, and in the district of Vladivostock.
