LONDON'S NEW LIQUOR LAW.
DRUNKENNESS A STATUTORY CRIME. The greatest feature of the new year is the licensing ac', which went into opera tion on January 1st. The newspapers have printed columns as to how the new law, which carries terror to the hearts of habitual drunkards, was applied. The law keeps the proprietors of salons from the opening to the closing hour lo a condition of arrvous appre. hension. It invests the police with poser that even Carric Nation might envy and promises to overwhelm the police magistrates with a new class of work The principal malcontent now perhaps the habitual drunkard. For- merly the police could not touch a man or woman, no matter how drunk they might be, unless they were also disorderly. Now, under the new law, any one found drunk in any public place may be arrested, prosecuted, and punish ed, Three convictions within twelve months constitute an "habitual damkard." Already from all parts of England reports are coming of habitual drunkards being blacklisted for three convictions, the law being retroactive.
The following is a typical example of the application of the new law,
"You will go to prison for a month," said a Salford magistrate to a man arraigned for drunkennes yesterday. You will be placed on the blacklist and while in prison you will be photoraphed. A copy of this will be sent to all license holders in Salford, and the sur rounding district.
