this, where they are more or less all works ing in a close ring against the foreigner, and exploiting him for all they are worth. My belief in this statement is borne out by the fart that Mr. Michael went on to say that the adoption of a gold standard in Japan had increased wages in Japan. Then Mr. Osborne spo e of a certain dollar which bore the King's head-I must confess I have not seen that dollar yet-but of the dollars of which be speaks large numbers are floating about in China and would have to be redeemed. I speak subject to correction, but I believe the Imperial Government has always looked upon the issuing of a trade dollar as a certain spurre of danger to the Imperial Government. That is to say, that after they issue a certain dollar
it does not matter whether it has a Britannia with her trident or King Edward on its face; that dollar, if it is brought back unchopped, had to be redeemed at its full value, and if appears to me that if we induce our Govern- ment to establish something like a fixed value for silver, because that would be the effect of g.ving us a gold standard here, I think it is a least fifty million dollars which can be returned very moderate estimate to say that there are at

Playfair, Michael and Wilcox, in support of Mr. Osborne's rese lution: We are all heartily sick of silver, is the forcible expression made by Mr. Playfair as regards this worthless commodity, which we have been using as our currency. Its dwindling value has brought good to none except to that one class who depends upon the fluctuations in exchange to profit by the loss of investors and who, in the conduct of their business, prefer that the element of risk should be eliminated from their daily commer that risk could be brought about only by a stability in our currency. That stability the advocates of the change believe could be attained only at the instance of a special Commission of Inquiry such as was called for by the votes of the members, and to which, it may reasonably be assumed, the Committee of the Chamber will give effect in their memorial to the Govem- ment for transmission to the Secretary of State for the Colonies. This memorial should not be long delayed. Whatever may be the convincing or unconvincing argumcals of the Committee as a body against a representation to Government, once placed in the hands of the Executive we can safely rely upon His Excellency Sir Henry Blake to transmit its substance by telegram to the Colonial Office, and obtain the appointment of the Commission with the least the important issues involved.
