U.S. REAR-ADMIRAL IN

HONGKONG.

Rear-Admiral Philip H. Cooper, accompanied by his flag lieutenant, Victor Blue, arrived here from America yesterday aboard the Korea, They are en route to Manila, where Admiral Cooper will succeed Admiral Wildes as second in command of the Asiatic squadron. Admiral Wildes was detached a few weeks ago on RC- count of sickness. Admiral Cooper's new command is considered a very desirable one. He will command the southern division of the Asiatic station and within a year will succeed Rear-Admiral Robley D. Evans in supreme command of the Asiatic feet,

Rear Admiral Cooper graduated from the Naval Academy in 1863 and served during the latier part of the Civil War as an ensign under Admirals Farragut and Thatcher. He was one of the heroes of Mobile bay and later took part in the defence of Mobile. After. the war he served in various offices with distinc. tion. From 1891 to 1898 he was superin- tendent of the Naval Academy. Since then he has successively commanded the cruiser San Francico, the cruiser Chicago and the battle- ship fowa. He has been a Rear-Admiral since February of last year. Since attaining his pre- sent rank he has been in charge of the navaf defence of the Atlantic coast, and quite recently took part in the naval mancouvres under Admiral Dewey.

Lieutenant Victor Blue has a distinguished naval record. During the Spanish war he won quite a little fame by landing on the Cuban coast at Asseraderos, worming his way through the Spanish lines, reconnoitering Santiago harbour from a commanding height and definitely setting the question of the presence of Cervera's fleet in the harbour. Two weeks later he again passed the Spanish lines and made a chart of the Spanish ships in the har bour After that he was placed in command of the captured Spanish gunboat Alvarado and took part in the engagement with the batteries at Manzanillo. Subsequently he acted as flag lieutenant to Admiral Kempff during the Boxer troubles in China.

Thank Heavens! that over! The Banks open to-morrow, and the more apparent horrors of China New Year will be ended for an- other cycle at least. Employees are beginning ⚫ to dribble back to their work, and the spasmodic greetings on the part of Chinese meeting for the first time this year are becoming less emphatic. But an after smack of the horrid interval still remains, and the weather still has that peculiar penetrating chill peculiar to China New Year whether the festival comes in January or February, Some of our sports took it into their heads to have a three days hunt and camp it out, if not exactly in the open at least in villages near the scene of their exploits. I have not heard yet bow they fared. Otherwise things have been dull and quiet -with the exception of a chapter of accidents ar the last winter sports, when in the hurdle race five out of seven riders came off, and one is still in bed.

Small-pox is not yet epidemic heyond the ordinary extent, but there are reports of another foreign case, which will cake' the third. A very popular wedding was to have taken place to-morrow, but the fair young bride has been Jaid aside with a mild attack of the fell dise se, which will delay the pleasant function a week or two. The British Consul is doing very well. He had a startler in his bedroom catching fire the other day, but happily the flames were ex- tinguished with no further loss than some farniture. To-morrow the Viceroy is receiving bis foreign friends, but I do not think the number of visitors will be large..

We are all much absorded by the gold-ques. tion up here, the conviction is rapidly gain- ing that something must be done to avert premature decay. Shanghai has the scare tolerably badly, but nothing in compari son to our panic, because Shanghal is not in quite such a tight corner as in regard to money. Theories, schemes and advice are being launched broadcast on the ocean of discussion, but it seems to me that unless China takes the bull by the horns and places her finance in the hands of foreigners as Bhe has her Customs revenue, all the dis- cussion in the world will avail as nothing. We have Viceroy Yunn and Governor Chow Fu of Shantung issuing Government notes against nothing. They have no reserve to meet these fictitious demand drafts issued to the public, and if the holders endeavour to realise in hard cash on them disaster would promptly ensue. The sense of responsibility and honour of Chinese officials is hardly sufficiently well established to convince most people that if China could be started with a substantial gold reserve to-morrow she would have even half at command five years hence. Sir James Mackay has glibly pledged China to reform her currency, and he has promised British tradors that it will be reformed, but unfortuna- tely finance cannot be arranged, or order evolved out of chaos by a wave of any diploma. tic wand, and nothing but the dirent necessity will drive China to take the only feasible stap
