There is another thing that calls for attention it is a fact that an arsenal is to be established in North China and while the question as to the site is under considera- tion, it is probable that it will be established in the province of Shantung. Does this simply imply that the establishment of such an arsenal in an open port would be disadvantageous in case of such an emergency, as China experi enced during the siege of Tientsin, or is there some particular object behind it that we do not know about? We cannot suppress fear that in the event of its establishment we shall quietly allow others to derive all the advantage from the arsenal."

THE TRUTH ABOUT A MUCH-DERATED NOMINATION,

According to the comment of soine Far Eastern and European newspapers recently to hand. (says the Times of Ceylon) it would seem that, through ignorance of the real facts, an injustice had been do è by them to Mr. John Barrett, Comu:issioner-General to sia for the St. Iouis World's Fair, in connection with his proposed appointment by President Roosevelt

to the post of United-States Minister to Japan. We have seen the statement repeated that Mr. Barreti declined the position because he was de- licately informed that the Japanese Government objected to him. This we know to be untrue. When Mr. Barrett was in Colombo, in the latter part of November, he remarked to us that he haped President Roosevelt would not offer him a foreign mission before he had completed his present duties, because he would be obliged to decline on account of his obligations to the World's Fair and in jestice to the successful consummation of negotiations with Asiatic countries for their panicipation at St. Louis, which he was most anxious should permanently promote the growth of closer commercial and political relations between Asia and America. It would have been unnecessary to state this, because our readers are acquainted with what the Commissioner said when, in Calcutta in December, he received and decided not to ac cept the offer ofthe pos; in questa; but having seen in papers to hand at this central city between East and West that editorial writer are perpetuating an early gratuitous rumour, we feel called upon to re-state the facts in the hope that they will be seen by those who most need to become acquai ted with them.

It has, too, been intimated that Mr. Barrelt was oppoted by Japan because that country wanted an older and more experienced man. This argument could hardly have been success. fully advanced, or have had weigh: with Pre- sident Roosevelt, in view of the fact that Mr. Lloyd Griscom, whowasimmediatelyafterwards Appointed Minister to Japan, is a younger man than Mr. Barrett, has only served about a year as Minister to Persia where American interests are unimportant, and, before that, a brief period as Secretary of a second-rank Legation in Europe, and received his original apppointment SK for ASAHI JAPANESE BEER-
