HONGKONG, FRIDAY, FEBRUARY Ĝ, 1903,

RUSSIA AND THE OVERLAND ROUTE.

Apart from the novelty which adds zest to all travel the real interest of the overland route to China is Russia's policy in the Far East of which the Siberian and Manchurian railway system is the embodiment. It is a great strategic line, alaost double that of the Trans-American continental railway, and has been carried out at high pressure, aimless of expense-it was estimated to cost £50,000 per mile-and enables Russia to enter into possession in Asia, develop strength in her own territory and paralyse the vital centres of the neighbouring Chinese Empire. We are well aware that for many years the acquisition of power, mainly strategic, partly commercial, in the Far East, has been the chief aim of Russia's policy. While confined to Vladivostock as her only--and that an ice- bound-port on the Pacific, unconnected by rail with the heart of her empire, the further. ance of this policy was beset with many and great difficulties. She set, therefore, before herself. two principal objects--one, the establishment of railway communication between European Russin and the East; the other, the acquisition of an ice-free port on the Pacific as a vantage ground for her feet, and an outlet for her trade. Both ofthese nuda great deal more-more, we venture to think, than the most sanguine expected--she has now gained. Russia is nothing if not per- sistent.

If she cannot go straight she gener ally finds a way round. When projecting the great Siberian Railway to Vladivostock she failed to negotiate with China for the passage of the line hy the most direct route-namely, across the northern territory of Manchuria. Accordingly, an alternative, but circuitous,

tal condition of a country, but in the matter of foreign polities it has many and obvious advantages. It admits of a steady unbend. ing line of policy; vacillation such as lost us America and imperilled our position in South Africa is little to be feared; there is no danger that the micasures of yesterday may be repealed to-day, re-enacted 、to- In the field of foreign politics Russia has, therefore, owing to her form of government, great advantages over other and mure popularly constituted nations; ad- vantages by which her statesmen have not been slow to profit, and of which they have already begun to reap the fruit.
