DEPUTATION TO THE PRIME MINISTER.

A deputation of Chinese residents, headed by Mr. Quong Tart, waited on the Prime Minister at Sydney, and faid before him several matters connected with the admission of Chinese to the Commonwealth. The mem- bers of the deputation were Messrs. W. R. G. Lec, Sun Johnson, Charles Dat, and II, 4. kong. Mr. Quong Tait explained to Sir Edmund Banon that China, unlike other nations, had no Corsuf in Sydney,, and for that reason they were compelled to explain their grievances by deputation. Some misun derstanding had, it was stated, arisen in connec- tion with the admission of Chinese under exemp- tion certificates, as they were required to fodge Los by the Commonwealth, and the New South Wales Government required them also to pay £100.

The Prime Minister, pointed out that the New South Wales Chinese Restriction Act

remained in operation, except in so far as it was specifically displaced by the Con-man- wealth Act. Therefore, though a Chinese immigrant passed the education test, and was granted an exemption certificate by the Commonwealth Government, he would still be liable to a poll tax of 100. under the New South Wales 'Act. It was a question for the State Government to decide

The point whether a Chinese could move from one part of the Commonwealth to another was raised, and the Prime Minister said that from the time the Federal tariff was imposed, any Chinese admitted in any State, under the provisions of the Chinese Restriction Act, was under section 92 of the Commonwealth Con- stitution, entitled to free-intercourse with any part of Australia. He was glad of the ap. portunity of saying that, as one or two things -had-been-done-which-were-inconsistent-with- that view, but they were not done by the Commonwealth.

Mr.. Tart raised a question about applications regarding the re-admission of Chinese pre- viously domiciled in Australia, and Sir Edmund Barlon requested the deputation to place this and any other points they desired, to raise before him in writing:

There is a similar difficuity ham- pering his movements between State and State. For all this, Sir Fdmund Barton blames the State Governments because they keep in operation restrictive. Our objection to Asiatic immigration is simply Harrison, Me, W, S.

on the ground that coloured races cannot occupy

a position of equality, amongst white men, and the present invidious treatment meted out by the law to Chinese helps to prove the correct ness of that contention. No doubt, there are Individual Chinese here who make excellent colonists, and set an example of law-abiding citizenship that many Europeans might with advantage seck to emulate.. It is, however, impossible to legislate for exceptions. The averago Chinaman may be just as estimable in his own way as the average Australian, but his way is not our way, hence to admit him here would beta have two anblandand race elements, one of which would pecessarily doniinate the other.
