Many pleas have been put in in extenuation of the continued neglect of the Foreign Office to be on the alert in regard to Russian designs on the Gulf, but here we have a thorough going eulogist of Lord Sisbury, who on some points seems to know things connected with our foreign policy that have not been revealed to the rest of the wond, proclaining that the menace to our interesis in Persia which Lord Salisbury has persistently ignored as though he had been a mere Radical, was after all only a transmutation of the energy which Russia had expended an another field in the sight of Dann, Sir. and Mr. Mr, 18 all men seventeen years ago. The confession certainly does not make us bespeak indulgence | Denison, Mrs. A. to those who knew.what was goi-g'on, and did nothing counterwork the new designs of Ruria. We have refered to what are after all only incidental passages in the Quarterly Review article, and which stand out in striking contrast with the rest of an appreciation of Lord Salsbury which is singularly well informed, and which, on the whole, supplies ample justification for the high estimate of his work and character which we have already quoted.
