CHINA IS THE CAUSE OF THE CONTINUED DECLINE,
LONDON, Nov, 16. The continued decline in the price of silver causes considerable comment in the financial circles. According to the best informed source it is regarded as being directly due to China flooding the market with silver in the indemnity payment to the Powers. Prior to the recent disturbances, China was a large purchaser of silver in London, but now the balance of trade is reversed, and instead of China trading silver in return for tea, silk and other articles, import- ed into the United Kingdom, she has to ship silver in payment of manufactured articles. This alone, without the large indemnity dis bursements, is considered sufficient to account for the depreciation in the value of the metal, It is pointed out that even if China paid the indemnity in gold the results would be the same
