NEW YORK, December 13th. The laying of the Pacific cable from the United States in the Philippines commenced yesterday. All arrangements have been made to push the work to rapid completion, and here is no doubt but that Manila can communicate direct with the United Stites on July 4, 1903 if nut sooner. In China, however, the telegraph service was begun as a conimercial undertaking, whereby much inconvenience and obstruction have been experienced by the Government. It is therefore of urgent necessity for the Government to acquire the whole of the

Since the issue of our last circular dated the
5th instant, our Yarn Markel during the first part of the fortnight remained in the same state as last reported and a small business transpired in selected threads only for im mediate requirements Latterly a speculative demand sprang up and the importers met the wishes of the dealers and a good amount changed hands at previous prices and in some instances a trifle better. The business was re-
stricted to No. 103 and 20s; other counts are not much inquired for. The market closes steady, and we donot anticipate any improvement before the Chinese New Year. Sales during the fort
