PORT OF LONDON.
THE MAIN OUTLINE' OF THE NEW BILL. The announcement of the Government's intention to legişlate next session on the question of the Port of London has been promptly followed by a notice to the effect in the Press in which' the main outlines of the coming bill are sketched.
As will be seen, they follow generally the lines laid down in the Royal Commission's report. Briefly, they amount to the following proposals: way
While no ope will grudge Sir Ernest Satow the six months leave to which he is so thorough ly-entitled, his valuable services are still so urgently needed at Peking that his temporary absence will leave a void very difficult, to fill up. Succeeding to the post of British Minister sat a most critical moment, Sir Ernest quickly got every threat of the diplomatic tangle into his able fingers, and regained for his country much of the influence and political prestige which had been lost, t feared at the time of his appointment that the esteem in which he held the Japa- nese, among whom his career had been, so eminently succe sful, might too largely colour his methods at Peking. But it suon became clear that the new Minister took up his past with an entirely unbiassed mind. Stored with the most intimate knowledge of Asiatic politics and ideas, he qui kly won the good- will of Chinese officialtlom, and having se cured that, he next proceeded to show that the silk glove had a lining of very hard steė). The Celestials discovered, as the Siamese discovered long before when Sir Eruest was Minister at Bangkok, that they had to deal with one thoroughly versed in all the tricks and devices of Oriental statecraft, and in the one case as in the other, this native appreciation of his exceptional atminments produced excellent result. The lesson to be derived from his un- varying surcess in Siam, Japan, and China is the supreme necessity of choosing for diploinatic employment in the Far East those who have log studied Asia nud her peoples face to face, In no other way can knowledge of Oriental character be secured. The other day, for in stance, when Sir Ernest bluntly refused to accept Prince Ching's positive assurance that the murderers of the missionaries had been executed a new-comer would probably have felt compelled by the prescriptions of diplomatic courtesy to profess.belief in the falsehood.-- Globt,
A RUSSIAN RAILWAY TO PEKIN.
A correspondent of the Standard writes:- A somewhat startling piece of information reaches me from an English traveller just returned from Mongolia, who slates that a

be vested in a new body referred to as Commission, which shall contain repre- sentatives of certain county councils," the City Corporation, the Admiralty, the Board of Trade, the Trinity House, the London Chamber of Commerce, the Governor and directors of the Bank of England, shipowners, wharfingers, and owners of private warehouses, lighters, barges. &c.
(4) The Commission to take over all the powers of the Thames Conservancy below Teddington Lock.
(5) The Commission to be the piloting authority for the London district, and to take over the lighting and buying of the port from the Trinity House.
(6) The work of the Watermen's Company
to be transferred to it.
(7) The Commnission to have power to im- pose registration fees on all lighters and barges in the part-a power which, it will be remembered, the dock .com. panies have sought in vain.

Russi is about to devote some attention to Russian trade in Fastern, Chinese, Taukesi, At least this is the talement made by thevosti which says that, in the interes!s of Russian trade, the Imperial authorities have decided to extend the exiting line of telegraph between Kuldja and keshtam to Kashgar. Kashgar is the commercial city of Chinese Turkestan, and is 140 miles NW, of Yarkland, and Kuldi, known also as 11i, is the capital of Russian Turkestan, which belonged formerly to China as the south-west portion of Sungasis. There is every season for believing hat Rus ia has been engaged busily and silently of late in the region refered to, as various "scientific expeditions" have explored that putlying partion of the Chinese Empire, and which is destined to become sooner or later the con- neeling link between Teking and Tashkend, in Russian Central Asia.
