the training, of officers in the auxiliary forces, so that they may be fit to undertake such measures of responsibility, however small, immediately on joining the regular army. What we require is to foster a serious professional spirit in the commissioned ranks. But first of all what is wanted is reform in national education, Sich retorm is necessary, bath for our commercial and military welfare, upon which depend our very existence and position as one of the ruling nations of the earth. And finally it has to be remembered that no amount of reform will suffice to attract the best stamp of clever but penniless men to the Army, unless the principle is recognised of offering them from the commencement of their carder an amount of pay sufficient to relieve them from the present risk of finding them- | selves compelled to live for ever in a position | but little removed from grinding poverty. Soldiering, we are told, is becoming more and more an affair of specialists; and if the country wants specialists it must be prepared to pay for them. From the Times of India,

The close of the war, as has been generally anticipated, has brought with it a considerable exodus of Army Officers from the service. During the campaign itself, apart from death casualties in the field, the wastage must have been considerable, and the War Office now find themselves face to face with the problem of filling a great number of vacancies, which are increising with the issue of each. That the supply is not equal to the demand was evident during the progress of the war, when numbers had to be, accepted who were so deficient in general education that it has been found necessary to hold classes for their instruction in very elementary subjects. The general exodus of officers has undoubtedly Been partly due to the public outcry raised against them; they have been dubbel ignorant, idte and inefficient; but happily no charge. has been raised against the British officer as a valourous leader of men. An unusual number of resignations may also be attributed to the fact that many have been admilled to the com- missioned ranks who were socially or otherwise unfitted for their position, whilst another cause has doubiless been the expense entailed in accepting and keeping up a commission, which, some have found it impossible to bear. Indeed, we have it on the good authority of General Brabant that he knows many who have been lately obliged to resign owing to this later CRUSE and that the service has thus been deprived of not a few men who would have

stage reached by the majority of Continental writers on military matters; but they do not stand alone. Von der Golize, than whom Germany can produce no greater contemporary military writer, has recently published an article in which he deprecates the Zahlenwuth

which is so remarkably deficient, owing to the faulty teaching of our educational establish- ments; and until this is reformed and conduct- ed on sound scientific principles we cannot expect either Army officers or Englishman generally to acquire a satisfactory standard of that education, which must form the founda tion of all professional efficiency. But we feat that officers in the Army generally give too much time to recreation. In this direction there is room for reform. In civil life, a man devoid of industry soon drops behind in the race; the struggle for existence is so sharp that he is obliged to keep himself up to the mark. The physician and the lawyer have to keep" damper" is urgently required for this pace with the times, for, as Bacon has wisely said, "He that fallows his recreation instead of his business will soon have no business to follow." But this does not apply to the Army officer, whose promotion and pay-miserable stipend though it be-continue irrespective of his industry, which has little effect on his advancement. This should be altered, and; promotion should be made conditional to real efficiency, and idleness-if parsistent-should be followed by the penalty of removal.

When the Army becomes a real and serious profession, carrying with it the reward of success due to merit, to industry, and to ability as in civil life, then we may expect that the supply of efficients will equal the demand; but this cannot be hoped for unless a career is opened out to men of ability and intelligence, or until the present system, under which the wise man and the fool are of equal value, undergoes complete reform. As to the various services of supply-the Military Col- leges, the Yeomanry Militia, and Universities

the madness for numbers-which besets the armies of to-day; and he insists that a

Long ago he pro phesied that time would show that many of the military customs governing armies-the forms, the ceremonies of military training-would become obsolete, and that a new era would arise in which small mobile bodies of highly trained men would take the place of the enurmous masses of men that now constitute the Armies of the World. He, too, is ahead o the times, and it is unlikely that his views will be accepted for a long time to come, any more than those of General Negrier.

The French and German manœuvres of the last month show clearly enough that South Africa has presented no lesson at all to the former and few to the latter army. French in- fantry has advanced in dense masses to within ranges of an enemy in position which would have been ridiculous twenty years ago. Every- thing has been done as if there had been no Colenso in the history of Armies very
