AN INVITATION TO RUSSIA.

We regret to observe that so influential a journal as the 1 ondon Spectator persists in pro- pagating the 'mischievous theory that Great Britain shou'd invite Russia to come down to the Persian Gulf, or at any rate should not oppose her advance southward to the Arabian Sea. The almost cynical disregard 'of the still ⚫ undisputed sovereign rights of Russia forms an unpleasant feature in the arguments of a publication not usually blind to ethical con- Biderations. But the Sfarciafos diverges still further from the realities or the situation when it suggests that those who wish to see Russin keep out of the Gulf proposes to do so by bring og Germany into its westers. Such a policy, is not, we believe, advocated by the jority of those publicists who are anxious for the exclusion of Russia. We quite agree with the Spectator that it would be elusive to expe Germany to combine with us against Russia in the Gulf. The only pos *sible policy for Great Britain, in our belief, is to endeavour to,exclude both Powers. So fir

The British Go-erament have policy ali regarding the Gulf, it is to this end, that the recent eff ́nts seem to have been directed. The Spectator with that curious fak of actuality which so often mars its otherwise excellent articles, is apparently unaware of the true signification of recent events in the Gu't. When a British warship forbade a Turkish vessel to land troops at Koweit some time ago, it was Germany, and not Turkey, who was really foiled. The troops | were the troops of the Sultan, but the band that pulled the string was far away in Berlin. The overthrow of the Theikh of Koweit would only have been the prelude to a lease of his port to German exploiters. British policy shows no tendency to discriminate between Germany and Russia in the Gulf, whatever the Specta- for may say and when Lord Cranbome made his subsequent noteable declaration in the Ho se of Commons he made no exception in

favour of any country. The Spectator, 100,

does not seem to have studied Captain Mahan's recent pronouncement very carefully or it would not have ascribed to him a suggestion that Germany should be admitted to the Gulf Capta'a Mahan hinted, though he did not say so explicitly. But German control of the Mesopotamin Paitway should terminate at Bagdad; his advice was limited to the advis- ability of co-operating with Germany in Asia Minor,

But when a tritish jurnal of eminence. permits itself to ask: "And after all, what harm can Russia do us by having a port on the Gulf?" we begin to despair that the real issue will ever be presented in the British electorate and with whom the last word will rest. The truc way to commence such an inquiry is to ask: "What good will Russia-da herself by having a port in the Gulf?" [f the investigation is con- ducted from this standpoint, motives begin to emerge. Russia would not substantially im prove her position in regard to water-com- munication with the external world by her advent in the Gulf. At Port Arthur she is nearer the Americans and the Pacific, and just as near Australia as she would be at Bunder Abbas. Her routes to the rest of Europe and to the Atlantic seaboard must always lie through the Baltic and the Black Sea. The limited trade she can hope to devleop with Southern Asia and Africa by way of a Gulf port, would never compensate for the expense and the responsibility which the possession of such a base would involve. THE HANOI EXHIBITION.

The company, however, points out that its ambitions are not bounded by a grain silo or a meat store. It is anxious to build a new deck parallel with the Albert Deck and capable of accommodating any ship afloat at the present time, or likely in the future to come up the river so far. But, as the chairman of the

company (Mr. Cater Scott) explained in a speech to the Press, this scheme means money -two millions.

How, asked Mr. Scott, could they come.to their shareholders and ask for the money without being able to promise them some fresb source of profit?

Briefly put, the company argues that it has got ships and got the men, but that it has not got the money too. "We are scape-goats," said a director.

The programme of the Exhibition affords an excellent opportunity of visiting an interesting part of the world, of which most Englishmen know little. The palatial building of the Exhibition will contain a great variety of specimens of the industries of Asia; and of the French Colonies all arer the world. Plenty of provision will also be mide for amusement. There will be theatres,mended to accomplish what it was made in circuses, panoramas, biographs, in abundance, so that for a month or two, the attractions of gay Paris will be displayed in the Far East before the wondering and delighted eyes of Chinese, Burmese, and Annamese.
