Assassination of the Russian Cabinet Planned..

PLOT DISCOVERED):

SECRET CODE SEIZED,

(From Our Own Correspondent.)

LONDON, 13th November,

0.30 p.m.

The police of the important com mercial centre of Lemburg, a town of Austrian Poland, have for some time past been cognisant of the presence of a powerful scoret society in the district and have now unearthed a plot whereby the members had agreed to assassinate the Russian Cabinet. Among the documents seized was a most important secret code which is calculated to be of the greatest aid in bringing the criminals to justice.

JAPANESE MEDICAL MISSIONS.

TO THE EDITOR OF THE "Hongkono TelcoRATIO

SIR,—Having published under the caption "Canton Notes" in your issue of 12th instant scurrilous, and, as I take it, grossly libellous al legations respecting the assumed--it matters not for the purposes of the letter whether it be mere supposition or absolute, fact-intention of some Japanese doctors to establish a medical mission at Canion, beg leave, in the interest of fair play and commonsense, to make reply thereto, and trust you will favour me with space for this chit at your early convenience. What I wish to direct attention to are the allegations of your correspondent at Canton, who, writing under dale toth inst,, slates

"It is reported on good authority that some panese doctors me on their way to Canton to establish a large hospital in the western part of the city. These doors are uns to be under the direction of the "Anti-Russian Scciety" | their object being to win the Chinese for Japan and inculcate anti-Russian doctrine. The hos pital will be on an extensive scale and will grant free aid to all."

It would be interesting to know whether your correspondent has in fact "good authority for stating that the Japanese doctors are under the direction of the Anti-Russian (By special arrangement with Der Society, their object bing to win the Chinese

Ostasiatische Lloyd.)

for Japan and inculcate Auli-Russian doc- frirs," for this statement contains sweeping charges of the gravest nature against no one ia particular but in a general way, libels all who may be in any way concerned in the establishment of a Japanese medical mission at Canton or any other part of China, The whole of your correspondent's statement seems so unfair and prejudiced, not to say malicious, that I cannot refrain from taking him up."

A DISCLAIMER,

BERLIN, 12th November,

I pan.

The English-report about an English-German dispute with regard to the evacuation of Shanghai is entirely without foundation and the mixing up of this question with English proceedings at Delagon is untrue, as the tter one never been discu-sed.

Bay has

·

Having had the honour and pleasure to talk over this matter of japanese medical missions in China with Dacier Takamini, of New York, about a year ago, when he was on his way from the United States to Japan, I am in a

poshion to throw a litle light on the subject. The worthy Doctor told me he bad thought over the missionary question as regarded the mission held in China, and it appeared to him that medical missions were unques tionably calculated to do more real good to the masses of China, than anything else. Asked whether he thought.it advisable that prosley. tizing should go hand-in-band with the practice 1. All nations will leave shanghai of medical science, he replied in effect as simul'angously.

The evacuation of Shanghai has been finally agreed to by all four nations concerned on the following conditions:

2. Allions shall have the right to re-occupy hanghai again, if any power again lands troops there.

The Yangtsze Question. China's degration not to favur nation with advantages in the any Yangtze valley ties the political side of the question, and it now oly remains for the Commanders to make their arrangements with regard to transports.

China In view, too, of the narrow-mindedness exhibited by the writes, his wild vituperation and his indulgence in grave accusatioas un supported by any evidence it is difficult to believe that he can be either a man of the world, a merchant, a clerk of some member of the Consular Body, or a meek and fowly missionary. I can only suppose that he is a condescript of some peculiar kind and therefore should not be taken too seriously. But however that may be, the public should be grate- ful to him for the valuable information that there is such a dreadful thing in existence as an "anti- Russian society.". It is a matter of common knowledge and was chronicled in your columns recently that a Russo-Japanese Society was formed recently (in Tokis, 1 think it was) for the purpose of bringing about more friendly intercourse between the two nations, as the outcome of a better knowledge of each other. At St. Petersburg, too, a similar society was recently started under favourable auspices. The anti-Russian Society seems to be some- thing quite new, is it not? What kind of biped, or quadruped, or whale is it? Some thing very dreadful, or something very nice? But joking aside, for this is no joking matter. If your correspondent has the courage of his opinions on the missionary question let him

come down to Hongkong and givers his views on a public platform, and invite any one in the audience to step up and help him to probe that old sore thoroughly, and in addition theree show cause why missionary enterprise should not be "regulated and with that object in view full advantage be taken of Art. XIII of the new Commercial Treaty which reads: "The missionary' question in China berg, in the opinion of the Chinese Government, one requiring careful consideration, so that, if possible, troubles such as have occurred in the past may be avered in the future, Grea Britain agrees to join in a Commission to investigate this question, and, if possible, to devise means for securing permanent place

between converts and non-converts, should such a Commission be formed by China, and the Treaty Powers interested." your correspondent is not, prepared to "let his light shine before men," in the manner in dicated and produce proof of his serious ac cusations against the Japanese, then the least he can do is to withdraw his gratuitously offensive and mischievous remarks respecting, those whom leapparently regards as dangerous

rivals in the mission field.

What causes troubl: is the attempt to Christianise China, to force religion on them ---and there is, I understand, often a display of zeal which is not nicely counterbalanced by the leaven of discretion. I'intend to strongly

advocate the formation of Japanese Medical. Missions with works, not words as their guiding principle. Thousands of Chinese die daily owing to lack knowledge of the healing at as practiced by properly qualified

medical man. The harvest is plentiful, but the reaper: few. What the Chinese need more than any new religion, is knowledge of the western sciences; keowledge of the history of western States; knowledge of ge graphy; knowledge of mathematics, &c, &c. The scope of their education is not wide though. Let their education be improved,

and other things will follow as a natural sequence. To attempt to cultivate an apprecia tion of western medical skill and at the same time endeavour to thoroughly Christianize the nation is, in my humble opinion, to essay the impossible with such people as the Chinese, who are by no means an uneducated race. In a word, what I wish to impress on you is that I consider the time is not ipe.

at of the Governor and Conimander-in Chief of a Colony, I consider that his status in regard to the interchange of visits with naval. officera should be held to be analogous to that of a Lieutenant Governor administering a Government, and should therefore be governed by Article 6z D of King's Regulations and Admiralty instructions; and that he should w receive salutes as, such on the occasions specified in Article 18 Clause 11 of the same Regulations.

(3) The Lords Commissioners of the Ad-A miralty have concurred in my views as to visits and salutes, and the Commander-in- Chiel on the China Station has been informed accordingly.

Your most obedient humble servant,

of the first class, being a Commander-in-Chief, but is to receive the first visit from all other officers. Article 13 clause 111 lays down that R a Lieutenant Governor is entitled to a salute of 13 guns. In this connection it may be interest ing to note that when His Honour the Comm's- sioner first arrived in the Talbot in May last, he received a salute of it guns.

Of the goodly fleet that enlivened the harbour during the summer the Argonaut alone remains Great Britain's sentinel. The distinction-- apparently not eagerly sought after-of keeping watch and ward in the wintry north, was borne by the Terrible; so that the Argo.taut is in good company. Local contractors, however, seem to be alive to the necessity of being equal to the demands of the feet when in full, force; and are making preparations for next season. The Firm I referred to on a previous occasion as being fully occupied with daily tutaing out for the canteen I o dozen of the harmless concoc- tinn know as lemonade-vir, D. Clark & Co., have enlarged their sphere and set up the necessary apparatus and plant for a general aerated water factory, capable of turning aut 1,0.0 dez. per day. Apart from the canteen, the rifle range has to be supplied and this is becoming quite an important feature on the island. To see several h ndred bluejackets winding, along the shore of Lit-lung-tao en route for the bulls is now a familiar spectacle.

According to a special wire to the Shanghai Times, the Kaiser's visit to Sandringham has become a subject of lively political speculation. So long as it was regarded in the light of an nuting, timed to include the celebration of the King's birthday, and to be topped off with a shooting trip to Scotland, comment concerning it was wholly that of frank congratulation. Feeling over it has suddenly assumed a new phase, due to the receipt of news that several ham. The visit is thus assumed to have been of the Ministers have been invited to Sandring-TO-DAY.
