During the distribution of medals not a single naval officer was present besides the Terrible's staff. The Commander-in-Chief and the Admiral-Superintendent were absent, and Capt. Scott was left severely alone.

It appears that the doyen of the Diplomatic Corps, the Au trian Minister, had declared that he would not be present at the first official audience if the diplomats were to be received by the Dowager-Empress.
