SHIPBUILDING INDUSTRY OF
JAPAN
According to the retums made at the end of 1900 the number of shipyards in the country totalled 10% From these, 77 steam vessels representing 12,8:8 tons, and 48 sailing, ships of 3,415 tons were faunchst. This is a total of 125 vessels representing 16,343 tons. The number built last year is about the sacher als it not deplorable that in 'spite of Japan being the only insular Empire in the East and versed. in modern arts, the shipbuilding industry should be still in its infancy? Although the demand for vessels in the East is not yet large, we have shipbuilding and Navigation Encourage- ment Laws by which every protection is afforded. For this conisderation it is impera- tive for us to built vessels required within the Empire. Nevertheless purchases of foreign vessels and orders to foreign yards for new vessels are increasing. In 1900 we purchased 227 vessels of 102,157 tons, and 119 sailers of 31,500 tona, aggregating 346. ships represent- ing a total tonnage of 133,666 tons. From this it is clear that we cannot complain either of a scarcity of deman 1 for ships in the Orient or of inactivity of this particular enterprise in Japan, but we can complain of the fact that wo cannot even build the vessels that we need. The shipbuilding industry and navigation, are an absolute necessity to an insular Empire, from which we ought to reap a good harvest. But not only is our shipbuil-ling industry in a state of inactivity, but our shipping interests are affected considerably, causing losses beyond conception. It is impossible for the Japanese nation not to feel ashamed as an island nation. We see that in 190r the total number of vessels, of over 100 tons, launched from yards in Europe and America, aggregated 1,538, re- presenting 2,617,539 tons; divided as follows:

Besides the above several countries launched more or less additional tonnage. It may be seen from this how industry is progressing with the years. Great Britain is earnestly devoting attention to this branch of industry and is constantly receiving orders from Ger- many, Russia, Austro Hungary, France, and other countries, securing thereby enormous profits.
It goes without saying that aside from ordinary trade, shipbuilding is the principal source of reaping national profits. Japan is naturally a shipbuilding country and it is deplorable that the progress of this enterprise should be so timid. Rumours have been current recently of an extension of the Navy and the construction of more warships, etc. but if we consider the present state of our ship- building industry, it is clear that we shall have to entrust the construction of the crafts neces- sary for the carrying out of the programme to foreign yards. If we leave this industry as it is, notwithstanding the assistance which the Shipbuilding Encouragement Law gives, it is almost hopeless to look for success.
At this time when there is talk of a further extension of the Navy, we are convinced that if the Government adopted a plan of ordering the construction of the vessels within the Empire, it would prove a great incentive to the progress of our shipbuilding industry.

During the last ten years the exchange of goods by way of Hamburg with the Near East has risen from £3,500,000 to £7,885,000. These figures, while they testify to the strong foothold gained by German enterprise and trade in the Near East, may be taken as an in- dication that they are capable of still greater expansion in that region, especially if the pro- jected German Bagdad Railway throws open Mesopotamia to German enterprise.
FRANCE'S WEALTH.
£1,200,000,000 INVESTED ABROAD.
A statistical report by the Foreign-Office on the amount of French-owned wealth invested abroad gives the total as thirty milliards of francs (1,200,000,000). Only one milliard. (249,000,00) is invested in Great Britain, as against seven (£280,000,000)-in Russia, three (£120,000,000) in Spain and in Austria-Hung. ary, and one and a half (£60,000,000) in Italy.
In Egypt there are £57,440,000 invested, and over one and a half milliards (£60,000,000) in British South Africa. ·
Most of the thirty milliards is in foreign Government loans, but the South African in- vestments are gold mines and industrial companies.
