NOTES FROM WEIHAIWEI.

'Octobër 14th.:

THE IST CHINESE REGIMENT. The Coronation contingent of the 1st Chinese. Regiment returned: last week to their native soil, all safe and sound, though without the officer in command, who is on six months' leave,. The stupendous exertion, not to say sense of responsibility, involved in conveying a dozen men to England arid back, renders imperative, it is presumed, a long period of recuperation. What with the threats of dis banding and the frequent imminence of leave, it is not to be wondered at that the officers of the 1st Chinese Regiment scarcely know where they are. However, this is obiter dictum.”. The men, in cominand of Sergt. Purdon, were inspected by the Commissioner, who while congratulating them on their fine appearance and the good impression he was sure they had succeeded in making, trusted that their new and varied experience of other lands and scenes, and particularly of the capital of the great Empire they were playing a part, how- ever smail, in consolidating, would produce their due effect on them. The men received a cordial welcome from their comrades, who will doubtless be entertained for many days to come by yarns and ancedates, now and strange. capacious establishment will soon assume its winter regime. What may be called the climb ing season is upon as Most inviting are the mountains rising steeply into the cold clear air, and those in search of exercise can find none' more strenuous or bracing. The Commissioner may be said to have opened the climbing season by making thaascent of Mt. Macdonald, This lies in the exteme south of the Territory and is distant some 15 miles from port, as the crow fics. The party of fout rode to Chang Kai Twong, at the foot of the mountain, in the space of three hours, another hour sufficing to reach the top. The return Journey was RC- complished in about three hours, the little cavalcade arriving home at sundown, having viewed from the summit the whole Territory, and the Commissioner his "kingdom."

Nothing further has transpired with respect to the murder mentioned in my last. Suspicion however, has fallen on three Chinamen, one of thema disbanded soldier, who left the Terri tory on the day the crime was committed These men are believed to have decamped, to Chefoo. The authorities are keeping their eyes on certain new arrivals at that port who are said to be spending money rather more frealy than one would expect of men of their station. The District Magistrate and Assistant Commissioner (Mr. R. Walter) is at present in Japan. His duties have been undertaken by Capt. Johnson of the Regiment, by whom the importance of bringing the criminals' is fully recognized, and we may confidently expect to hear shortly of their arrest.

The harbour wears now a somewhat deserted aspect. Most of the fleet has fled before the approaching winter. When mid-October comes, the warmer climes allure. The Ocean, Goliath and Argonaut are the only large ships

It will be within the recollection of many of our readers that on the 13th ult we pointed out that Mr. H. F. Wyatt, of the Navy League had undertaken to proceed as the League's envoy to Canada and that he would come on to

Bongkong where he is due to arrive in March next, We now take the following from a home paper, dated the 23rd ult

Mr. H. F. Wyatt, whose undertaking to pro- ceed as envoy of the Navy League to the colonies was recently announced, leaves for Montreal to-day by Messrs. Elder, Dempster, and Co's steamer Lake Champlain, in which he bas been accorded a complimentary passige by the chairman, Sir Alfred Jones. Mr. Wyatt will probably spend three months in Canada, and then proceed via Vancouver to Japan, where he will devole some weeks to the study of Japanese naval affairs. He, will next go to Hongkong, where the League has an influential ; branch, and next visit. Australia, where the Prime Minister, Sir Edmund Barton, bas promised to take the chair at a public meeting in support of his mission. Mr. Wyait will then journey through New Zealand, where Mr. Seddon also has promised a sympathetic reception. The League's envoy will retura by way of the Cape, and will address meetings in South Africa. His object everywhere will be

CYCLING WANES:

TIDE OF CYCLE'S POPULARITY TURNED IN 1809.

The country is getting tired of cycling, reports a home journal. Official returns and estimates point inevitably to this conclusion. That is, as a recreation; for business purposes he bicycle is in increasing demand.

As a means of recreation the bicycle has slowly but surely been going out of public favour since 1899, when the cycling fever was tat its height...

The Cyclists' Touring Club is purely a cyclists' organisation, entirely independent of trade interests. Its membership fluctuations provide, therefore, an infallible index to the state of the cycling public's pulse

In 1856, when the epidemic of cycling fever brake out, the membership of the C.T.C. exactly doubled that of the previous year. And it continued to increase, keeping pace with public interest; until 1899, when it reached its highest state of prosperity with 60,449 members. In 1896 the membership was 34,655.

But there has been a sad falling off since 1809, as the following record of membership shops :--

The figures for 1902 are an official estimate, but may be accepted as sufficiently reliable. BATTERIES, They bring the position of the membership back to that of 1897.

The decadence is even more startlingly evident in the American figures. In 1899 the League of American Wheelmen numbered

100,000 members. This year it is 8,020.

It is scarcely surprising to hear that many cycle workers in Coventry are idle.

Incalculable injury has been done to the cycling trade by the wretched summer. The

business started well, even slightly better than last year, but it has gone off sadly during the last two months.

With all this, however, there are still about a million and a half cyclists in the United King- Į dom, and from 100,000 to 125,000 bicycles are i new being made and sold.

Automobiles and motor bicycles have not affected the figures one way or another, "There is certainly no boom in motor bicy, cles," says Mr. Ewart, of the C.T.C. "Probably only a few hundreds of our 45,000 members are motor-bicyclists.

"The motor bicycle is in its early experimen tal stage. No really satisfactory article has yet been put on the market. But the difficulties are not great, and are rapidly, being sur- mounted so there is undoubtedly a very great foture before the motor-bicycle..

"I should imagine that at present nothing like one in 400 new cycles are fitted with motors."
