TIENTSIN, October 7th. AN IMPORTANT EDICT.

We now onder that the most intelligent and suitable students be selecled for foreign study, and that the officials send them to Europe to learn special sciences, that they may be fitted for the imperial service without loss of time."

APPOINTMENT CANCELLED

A Ceasor nained Ko has just memoralised the Throne against an official named Huang, the newly appointed prefect to a district in Sezchuan He points out that Huang was an open supporter of the Boxers in 1900, and quite as deserving of punishment as any of the officials He say though his offences in the past may be forgiven it is madness to appoint him to a province where Boxerism is in full swing. Owing to this "memorial Huang's appointment has been cancelled.

The recent entertainment of foreign ladies at the Summer Palace appears by all accounts to have gone off pleasantly. In course of time the Litter feeling which these receptions evoke will presumably become dulled, and we shall grow to regard as possibly, he best safe guard against another treacherous attack to accept the Dowager's hospitality. But just at present, and knowing that such thorough rascals as Jungu and Eunuch Li ate in favour of them, one is still tempted to regard this lavish hos pitality as having some sinister intents, Many will argue that having walked and talked with, may even embraced the hitherto un- known "foreign devil" the E.D. and her

minions cannot make plans in the future for their destruction. But alas Eastern history bounds in records of treachery as dark as even this would be. We can but hope it may be so, but not with the assurance of sound convictions

On the 3rd inst the Legation ladies, ac companied by virtually all the ladies in the Legation circle, went in chairs to the Wang Shao su, where they boarded four state barges towed by a steam launch to the Summer Palace. On arrival they were conducted by the Eunuch Li and Na Tung to the Yu Lan Hall. After the ceremonial reception the Ems press Dowager left the dias and cordially shook bands with them. They then sat down to a ban. quet in the So Shap Hall. There were swotables, one presided over by the Empress Dowager, Emperor and Empress, the other by Prince Ching, Wang-wen-ahoo, Na Tung" and Ljen Fang. There was a constant dow of convers- tion and much cordial talk between the hosts and their guests. After lunch the whole party¦ wept in boats on the Kiyên Min Lake, and had tea at a plice called Sung Wang Ahao, where the Dowager presented each gust with a painting by berself. She also gave them the usual rings, etc. Among the party were

two or three young girls from Ticatsin,-and-it was speedily discovered that these young ladies could speak Chinese fuently, and in the course of the visit the Dowager was observed chatting away to them in the friendliest possible way, though their command of Court phraseology was probably limited..

Wednesday, Thursday-Peace again reigns through the city and there is an undercurrent of chagrin that the whole city could be so de moralised over twenty or thirty Boxers. One lesson from this excitement is that the people in Chengtu are not adverse to the foreigners, and that there is now little ́ if any sympathy with the Boxers, who are looked upon as brigands. The feeling is general that when the new Viceroy arrives the country will soon clear up. It is very strange, yet true, that the prosent Viceroy has lost his grip. It will be a great relief to him when his successor arrives, which, according to latest advices, will not be until the 25th.

Business is suffering to such an extent that all the merchants will hail a cessation of the trou- bles.

INDIA'S RELIGIONS.

HUGE TOTALS, AND MAN'S WAR WITH BEAST.

India's weal and woe are expressed in some astonishing figures in the Statistical Anstract for 1901. The vast population of our Empire in the East is almost réalisable when we read that

it contains 158,868 blind people, 196,861 deaf mites, 74.279 insane, and 126,214 lepers. That phrase "the sum of human misery" takes on a new meaning after reading this.

The religious statistics are interesting. The

Hindus outnumber all others with a total of 20711,727; nest come Mohammedans, 57/321 104: aboriginals, 9,280,457; and so on down the list.

Of Christians there are 2,664,313 natives. 9,251 Eurasians, and 169,677 Europeana.

Europeans, and only 305,917 natives. The dis- crepancy doubtless is accounted for, by the fact that a larger proportion of the Roman Catholic while people are missionaries.

India possesses 6,807 newspapers printed in the vernacular.

Tuesday, 16th.-This morning about 9 a.m. Chêngtu was again in the clutches of a panic. The excitement of yesterday had so unnerve the people that on the first cry of alarm they were ready to close their shops or houses. The panic spread so rapidly that in an incredibly

short time all business was suspended and the city gates closed. it was rumoured that an attack was made on the R. C. mission outside
