When one of the old landmarks, or up-builders of the port elects to go home, a social upheaval naturallyes place, and the appreciation of years accumulates to one week or a day to speed the guest" with due honour. That he will remain idle at home no ope-anticipates, and there is-every- probability that sooner or later Tientsin will see him again as a visitor, either for pleasure or pioneering some new commercial undertak❘ ing. But as a shrewd business member of the community, we shall know him no more, and he will in many ways be greatly missed: A few nights ago he and his hospitable wife gave a most delightful dance to all their friends, and to-night the community returns the com. pliment by a conversazione at the Gordon Hall. Tientsin has not only radically changed as a 'port since 1900, but its internal com-- mercial life is slowly being metamorphosed. New blood is gradually taking the place of the eld; now channels are begining to cut into the old grooves, and the truth is becoming more and more emphasized that the old times will come again no more. It may be that a fresh era of prosperity has dawned for Tientsin but it will be a prosperity-of less marked in- dividuality. There will be

NO MORE FORTUNES MADE IN TIENTSIN, unless it be by hotel proprieters and successful stores, or by the sale of firearms, which is perhaps the shortest high road to the baubes now-a-days. Comfortable competencies may reward years of economic labour; but in dasy gone by wealth came to fhe few men handling exports and imports naturally and without effort. There were but half a score all told whereas now there are almost half a hundred dabblers in the trade, and Individual profits are pro portionately affected. The golden age of monopolies is passing or is passed. Even the Taku Tug & Lighter Company is threatened with rivalry. A few rejoice perhaps at the change,but even after only six years' residence I can sympathise altogether with those who regret it, and regret to see the old hands go.

YUAN'S POLICE FORCE.

Total Tong (Customs Tactai) is still ill with dysentery, which seriously hinders many departments of the City Jurisdiction. Yuan goes merrily on increasing his police force, however, and the streets of the City literally bristle now with military keepers of the police. He has just enlisted 200 more of his soldiers for municipal work. Such a thing is unprocedented in any city in China and the enlightened Chinese laugh at the barefaced excuse to fill the place with troops. The magistrate have been reversing many of the T. P. G. judg. ments though it was strictly stipulated in the conditions that no case which had been de cided by the T. P. G. should be touched by the Chinese administration, be the judgment of the foreign government right or wrong. As the T. P. G., however, left no representative in charge of the documents or authorized to inter- fere no one is heeding this breach of faith which is sure to involve the greatest possible jojustice.

ELABORATE MINING AGREEMENT

with the Chinese in regard to Manchuria which nominally gives the two nationals equal privileges in the way of working mines. But so far the Russians appear to be the only ones actually engaged in working gold on all the rivers, and a report was current not long since that a party of Chinese found working gold on a river in Hailungchien were massacred. 1 do not know whether this is true, however. The agreement-consists of founeen clauses, and the gist of it is: That no capital other than Russian or Chinese shall be introduced. That 15% of the proceeds of all mines shall go to the Chinese Government. Both govem ments are to prospect for mines, and if no mines are discovered in a given locality within one-year, the people shall be at liberty to cultivate that land, and should they subsequ- ently discover mines there they will be at liberty to work them. Chinese officials must maintain order at any mines opened Those mines already started will have shares allotted them later on. Operations on 'all!

mines must be started as soon as possible. Re- gulations can be added from time to time as occasion demands. All machinery and mining materials coming from China must pay duty. Those coming from Russia will be duty free. No mines can be worked privately either by Chinese or Russians. This agreement must be written in Chinese and Russian and copies lodged in Peking and with the Tartar General in Manchuria. Pending its ratification Rus- sian experts will go on prospecting to save time.

LONDON, Sept. 5th, 1902.

A WAVE OF VIOLENT CRIME. Whether it be due to the weather, as the ex- perts charitably inform us, or to some other unexplained cause, such as inherent human depravity it is impossible to say, but never before can 1 recollect such a wave of vinient crime as has passed over London during the past month. Since August 1st. there have been 350 deaths from violence, including twen- tý murders and sixty suicides, and about a dozen others which must be relegated to one category or the other. Whether this remark- able and regrettable record is in any way con- nected with the proposal to establish a corps of military police in the metropolis does not appear, but it is certainly instrumental in reconciling to the plan a section of the public. who would otherwise probably have opposed any such measure for the public safety as savouring of "Jingosim."

Leaving aside all the crimes of bloodshed, a country prosecution by the S.P.C.C. is attract ing very considerable notice. That a woman of education and means should be accused of cruelty to her child is not unfortunately un- known in the past, but in ao properly constitut- ed society can such a trial fail to arouse very strong feeling. Mrs. Penruddock, wife of a J. VARIOUS CHINA RUMOURS, and since I last wrote you, have three times announced the signature of the Commercial Treaty, and twice denied it-any interstices in these "well grounded reports is filled in with announcements of the appointment of the new Trade Commissioner. The Legation people state positively that no official informa. tion has been received, but I think they do not attach much belief to the rumoured selection of Yuan Shib Kai, which, however, is credibly received among such members of the scattered China-folk Colony, who are not gone too far afield in meet their fellows occasionally.

The announcement that Sir Thomas Lipton will once more fight for the America Cup has been received with enthusiasm by yachtsmen. and with satisfaction, if not much hopefulness, by the general public. The feeling among men qualified to hold an opinion, appears to be that the yacht which has to cross the Atlantic as a preliminary to the big event, will always lose-bar accidents, and that the only way to make a fair test of the relative capacity for building racers, and the respective seaman- ship merits of the two rivals would be to sail the course alternately in English and American waters.. Presumably, however, the Cup-holders would not agree to this modification of the existing terms, and all that remains to us, therefore, is to wish plucky Six Thomas, all possible good luck in his renewed struggle, in
