PRESENT NAVAL POWER.
A British Parliamentary paper issued last monthgivesdetails of the ships built and building for the various navies of the world. From this it will be seen that the position of Great Britain is further ahead than it was two years ago, and that the rate of increase of building new ships is being in nowise abated. France leads the way with submarines, but the utility of these new weapons of offence has not yet been proved, and therefore the British Admiralty cannot be blamed for not ordering the con struction of more than 9 of them. The follow. ing is a summary

Just to convince the sceptical, he submits that last year, his prophetic soul saw and announced "The Great Ship Trust," and "The Tornado of Fire and Earthquake and Smoke at St. Plerre and St. Vincent" If he has foreshadowed disasters and cataclysm for 1903 he has shrewdly hidden their centres amid an avalanche of verbiage. But what does Old Moore say? We are interested in bis predictions of events in the East. Well, in January there will be "trouble in Eastern landa" and there he ends. It cannot be the Shans that he means, because the probability is that even his prophetic ear never heard of these hardy mountaineers. We can sleep peacefully in February because, there is no mention of the East in that month; March, also, is n quiet period, but Old Moore at last wakes up to his duty in April. Speaking of that month he says In the flowery land of France.......28 China he always refers to China as the Bowery land" and the "Celestial Empire" -"will blood be flowing and the tramp of armies will be heard." Not much guide for our Minister.

The English birth rate, like the French, Mr. | Thomas A. Welton points out in the Times has decreased to a significant extent of late
years.
Mr. Welton has given years of study to the question, and a detailed study from him will appear this month in the Journal of the Royal Statistical Society.
The birth rate in this country has fallen from 28.3 in 1880-1 to 23.6 in 1900-1 for every 100 married women under 45. The difference "equals 26,000 births yearly.
