THE DUTIES AND RESPON SIBILITIES OF SECRETARIES

TO-PUBLIC MEN.

How often is it realized that a considerable.

measure of the success of a man prominent in public life depends frequently upon the eff ciency of that unostentatious but indispensable auxiliary his Secretary. The prerequisites for the occupant of such a confidential position are tact, trust orthiness and diligence. Is he not the one to stand as a buffer between his chief and the many people who try to interview that dignitary upon trivial matters that would often waste time that is both precious and limited! It is the Secretary's business to decide who shall and who shall not encroach in this respect. In other words, the best interests and convenience of his chief must always be the paramount consideration and object his solicitude. This requires due exercise of loyalty and discretion. Inasmuch as the holder of a high commission, either gover mental or commercial in nature, bears the responsibility of success or failure, while the Secretary is held accountable only to his

BIG SEIZURE OF OPIUM.

· AT BANGKOK.

An exceptionally large seizure of opium was made in Bangkok recently by Mr. H. G. Lam- berton of the Customs department, reports the local Times. The opium was concealed in tins

which pretended to contain preserved pipe apples. The haul was made on the steamship Neun Tung, and it seems that the-nature of the tins was discovered by the commander of the vessel Captain Schmitt, in the most casual way, One of the tins fell on the deck and was broken, with the resul, that the opium was scattered around. A search was then made and it was found that while the upper tier of tins contained pine-apples the-under-row-was- full of opiam. The value of the smuggled goods was 3,600 taels or 512,960. Captain Schmitt received a reward of Tcs. 4,000.

As the day's passed, bringing him nearer and nearer his terrible goal, the unhappy man, torn between the terrors of justice if he carried out his orders, and the still more awful terror of the vengeance of his fellow-Anarchists if he disobeyed them, resolved to seek refuge from the torment of his doubts and fears in the sea.

This statement is further supported by the fact that, before jumping overboard, Iganza packed up all his papers in a valise and threw them into the water when nobody was looking.

COLD STORAGE IN EGYPT.

A limited company is about to be formed to take over and work a concession granted by the Egyptian Govemment for supplying electric light to Suez and Part Tewfik for twenty years, and also to erect ice machinery and cold storage rooms, and to import cattle for slaughtering purposes. The promoters anticipate profitable business from supplying passing ships with provisions and arranging for the transport of meat inland. There is a great future for cold storage operations at Suez, if the business be properly worked and difficulties are not raised! by the quarantine authorities. The electric lighting scheme is likely, we understand, to receive the general support of the public. The rade of the port both as regards imports and exporis continues to increase satisfactorily.
