TIENTSIN NATIVE BANKS,

The Viceroy, ably represented by Mr. Tong, the Customs Total, has taken a vigorous and practical step in regard to the native banks and their drafts. At the recent meeting between the Taotai and the foreign bankers, when the native banks were unrepresented through their own fault, Mr. Tong proposed a plan by which the native banks are to redeem at a specified date the floating securities which have given so much trouble and hampered commercial transactions in Tientsin. The effect of the issue of so pluch paper money of uncertain value by the native banks is to be seen in the Customs returns. The export of sycee from Tientsin to Shanghai has this year reached the enormous total of Tis. 8,776,474, up to August 21, as against Tis. 2,519,400 in the same period last year, and Tls, 3,997,280 for the whole of last year. The difference between the 23 laks of last year and the 87 laks of this year represents, we may infer, the fall in Tientsin's credit at Shanghai, the Shanghai merchants being unwilling to deal except on terms of cash. The sycee is wanted at Tien- tsin.; it is not wanted at Shanghai,

with silver, and is compelled to re-export it to India. The enormous export of sycee from Tientsin is best appreciated when it is bome in mind, as shown in the IM.C. Returas of Trade, that so recently as in 1899, China's export of silver for the year amounted only to H.K. Tls. 5,770,000, this including not only Shanghai but the whole of the ports. The measure taken by Mr. Tong, no doubt at the instance of the Viceroy, is calculated to retard the impoverishment of Tientsin and relieve Shanghai of some of its surplus of silver, by re-establishing the credit of the Tientsin native banks, even if it be at the cost of straining the resources of some of them.-China Times.

THE CHENCHOW MURDER. The Universal Gasefie contains the following account concerning the Chenchow murder:- -The British Consul at Hankow on hearing the sad news of the murder of two British missioná- ries at Chenchowfu despatched a gun-boat to the scene of disturbance to investigate the matter when he received a telegram from H.E Yu Lien-san, Governor of Bunan, saying that he had captured ten of the chief 'criminals concerned in the murder and had memorialised the Throne that the Prefect and District Magistrate in whose jurisdiction the outrage was perpetrated should be degraded and cashiered at once and had ordered the Taotai of the Chen-yun Intendancy to proceed to Chingchowiu to investigate the case, and therefore requested that the gun-boat which the Consul had sent off should be recalled.
