THE BANKRUPTCY.
SWATOW, August 25th. With regard to the bankruptcy of Shui Dailin, the compradore of Messrs. Lauts and Haesloop, one of the creditors, a Chinese banker, named I Tak Cheong is owed the sum of $200,000 and those persons who have deposited money with him are becoming somewhat anxious, for even his bank notes wich are commonly used by most local banks in Swatow are not now current in the market. It is said that one of the worst phases of the bankruptcy is the fact that just prior to the event Shui Dailüo sold kerosine oil for cash at a very low rate-about-10 per cent less per box than usual Many of the merchants purchased at this low the bankrupt disposed of no less than 160,000 boxes. Pontianak is a small trading town on the west coast of Dutch Borneo, and there was a fairly large trade connected with the place. Business was almost wholly in the hands of Chinese, with a few Dutch merchants having trading houses there. The town holds a peculiar position, in that it is situated right on the equator, the "line" dividing it in halves, so to speak. Pontianak was almost destroyed by fire some years ago. About a year ago" another fire caused such damage in the business- quarter that many failures resulted among Asiatic traders.

In a leading article the St. James's Ganetlé“ draws attention to a statement which recently appeared in a service paper concerning the alleged shortage of coal on the China Station, Our contemporary asserts that, owing to this cause, the China Squadron was last year unable to carry out its fleet exercises, and that the Terrible had only been able to put in 18 days' sea time during the 18 months she had been on the station. The official excuse will, of course, ́be exceptional pressure. But it was perfectly easy to foresee that the pressure would be excep tional. Steamers bare needed coal for a good many years, and for a good many years also we bave held the ling of communications to the Far East. It must, therefore, bare been quite evident to anyone who gave the matter, a moment's thought, that, however valuable the: assistance of

(we will put it that way) might be in supplying armed force to deal with the disturbances in China, that assistance could only become available if we were prepared to find the- sinews of war in the shape of coal. That, therefore, was the first thing for which our Admiralty had to make provision, and it does not appear to have done it. Worse still; even when the pressure had passed away, it appears to bave allowed a whole year to elapse before making the deficiency good.
