It will be further remembered, says an exchange, that ELE. Ts'en Ch'un-hauen was at that time also ordered to ba transferred to the Governorship of Kuang, tung. This Rescript is taken by the local mandarins | to mean that the Grand Council do not consider H.E. Tê Sheu capable of dealing with the Kutangsi troubles alone.

At the present time, the Chinese lose an un necessary large percentage of their sugar through imperfect crushing of the cane, It is estimated that in many cases the loss amounts to from 10 to 15 per cent. Were sugar crushers introduced and their use explained, the gain to the Cane growers would be marked and the demand for the crushers proportionately large.

"The emblem of Liberty, Justice and Right,"

Slavery in those islands will not be tolerated, even though con- doned by ancient religion, law and custom. The authorities at Washington bave decided that the traffic in human lives in these islands must cease. "That neither slavery; nor in- voluntary servitude, except as a punishment for crime, whereof the party shall have been duly convicted, shall exist in this Archipelago." Such is the declaration of the Lodge Bill, passed at the recent session of the United States' Congress, and now proclaimed by the Governor of the Philippine Islands as the organic law of the land.
