The meeting of the Sanitary Board this after- noon terminated nearly as soonasit commenced. Those present were Drs. J. M. Atkinson, Pre- sident, and F. W. Clark, Acting Secretary, and Messrs E. Osborne, Lau Chu Pak, G, Mcl Messer and W. Chatham. Senhor E. Do La Rama, the owner of the newly formed De La Rama steamship, line, running between. Hongkong and the Philip pines, gave a banquet on board his steam- ship. I. {Idro) de la Rama and was ably assisted by bis agents, Messrs. Ritchie and Company, of 39, Des Vœux Road. Captain' F. Such, the commander of the vessel, was busily employed receiving visitors who com- menced to arrive at about 6.30 p.m.; the launch Amelia being busily employed to and from the shore during the night. Senhor E. da la Rama proved an excellent host. The guests numbered over too. The decorations consisted of a fine array of bunting tastefully arranged inside the side curtains of the well sheltered deck. Electric light glittered every where, little bell bulbs bring attached t cach of the many awning stanchions.. these were hung Japanese lanterns and mott ♫ si beautiful of all, the rails, nooks and corners were !! bordered with strings of evergreen interleta with a fine variety of flowers. As for the lega saloon, it was simply a flower show in itself. The function commenced with several selezi kiva tions by a band specially provided for the cl occasion and during the long and cere monious banquet, numbers of toasts were p drunk to and speeches made (in Spanish). THE WEEKLY KAT RETURNS since the beginning of the year ecosyp to date, were laid on the table at tagadary Board meeting, this afternoon. Four hundred and fifty-two were caught during the week ending the 18th instant. Of these 391 were captured in the City, 27 of which were infected rats and 61, including one infected ral, were caught at Kowloon.

MORTALITY STATISTICS :-The mortali- ty statistics for the week ended August the end, death rate per 1,000 per annum, show for the whole colony (excluding the Army and Navy) 25.0 against 25.5 of previous week and 35.6 of corresponding week last year. The British and Foreign Civil population statistics show 21.1 against 26.4 of previous week and 390 of cor- responding week last year.

PETROLEUM IN KEDAH-The Pinang Gacrite hears that Mr. A. Kauliuss of Penang has been granted a prospecting license to bore for mineral oils throughout the State of Kedah,

FALSE SCALES : --On the application of Mr. Harston, this morning, a re-hearing was granted by Mr. Hazeland in the case in which six wholesale vegetable and fruit dealers of the Central Market were each fined $200 yesterday for having short weights in their possession. After the solicitor for the defence had cited a number of cases in support of his argument, Mr. Hazeland adjourned the case.

CARPENTERS ON STRIKE.

TRAMWAYS FOR SHANGHAI-It is reported from Shanghai that the Municipal Council has at last decided in favour of tram- ways and against motor-omnibuses, and a decision will be made in a few days as to which of the tram tenders sent in will be. Just after going to press yesterday, news accepted. The tramways are to have electric | arrived that 3,000 ship-carpenters employed in power. PUBLIC HEALTH AND BUILDINGS BILL-We have received from Shelton Looper a report prepared by Messrs. Leigh and Orange with Messrs. Wm. Danby; Denison, Ram and Gibbs; and Palmer and Turner, upon this Bill. The report is printed together with the draft of the proposed Ordinance. Five copies of the map referred to in the report showing the in- creased area upon which Chinese houses may be built were forwarded by the architects to Mr. Shelton Hooper for the petitioners. The events which led to this great deadlock are as follows. About a fortnight ngo the car- penters at the Dock Co. in Henghon, close on 1,000 in number, struck work thereby setting the first example. Later the carpenters em- ployed in the shipbuilding yard of Messrs. Bailey & Murphy at Ilok Un followed, and finally a couple of days ago the strike became general and the entire body of shipwrights throughout Victoria and Kowloon threw down their tools. The demand is for a daily 15-cent increase of wages, the pre- sent rate of pay a day at the Docks being only 50 cents for ship carpenters, while Chinese employers give but ten cents less. The strikers, we understand, gave no notice of their purpose til they unanimously knocked off work, and notices posted up stating their demands bare no signature. The Carpenters' Guild is a very strong organisation, under some seven or eight headsmen who are believed to have organized the present trouble. They, however, disclaim
