AMERICAN ENTERPRISE IN THE PACIFION

OVERTURES TO JAPANESE SHIPPERS

THE HONGKONG TELEGRAPH, WEDNESDAY, AUGUST 13, 1902.

CHINA AND THE RATE OF EXCHANGE,

The Chinese Government has been as good as its word, says the P. G. of the and bit, Recently it expressed a fear that it would be unable to meet the July instalment of demaily, except at the current rate of exchange, the in- and now we hear from Peking that it has re- fused to pay the instalment except, at the rate. which ruled on April 1, 190r. Seeing that the Chinese authorities have hitherto been

reported in reliable quarters that Ameri can enterprise has at last secured the friendly co-operation of Japan in the working of the greater portion of the Pacific carrying trade, For some time past it has been rumoured that Mr. Morgan and Mr. Hill wore negotiating with the heads of various Japanese firms, and it is now stated that these two gentlemen, scrupulously honest in meeting their fanncial representing the Northern Pacific Railway and obligations, and bave everything to gain by Northern Pacific Steamship Company, have continuing to be honest, the word “refusal" come to an arrangement with the Nippon Yusen is to be read in the sense of "inability." We Kaishia and the Teyo Kisen Kaisha whereby, pointed out recently that the fall in silver had rate-cutting will in future be avoided. Effons

so increased the gold value of the tael as to are being made to include France and Germany in the agreement, and as regards the put something like 20 per cent, on the nominat latter the relations hitherto existing between and, seeing how heavy is the strain upon the amount of the indemnity remaining to be paid; the German lines and their American and

Government, the occasion would appear to be Japanese competitors have always been so friendly that it is probable that the repetion of the rate at which the taci was agreed to one for some consideration for some relaxa- sentatives of that country will join in the

Tangement. Regarding France, however, the be calculated. We understand that the British circumelancca are very different. The Government has arranged the exchange for the French colonies in the Pacific are among past six months at as. 3td., and the example the most important belonging to that might be followed by the other parties con country, and the trade between Tabiti and cerned. San Francisco is considerable. Unfortunately France has felt alarmed for some time at the endeavours of the United States to increase its interests in these waters, and the prospect of any interference with her inter-Colonial, trade will probably be resented far too much to allow of her entering into any combination with other countries. As a matter of fact, communications have been passing between France and Tahiti d the result of which will undoubtedly be hostile to any proposition which may be made As regards our own country, It may be taken for granted that British shipowner will follow the example recently set them in the Atlantic and join in the arrange ment, which Accd not necessarily be detrimental to our interests. On the contrary, there is a feeling that we may possibly improve our position in the increased trade which, it is hoped will result from the scheme.-P. M. G..

LATE HOME AND FOREIGN NEWS.

IRISH AFFAIRS.

LONDON, July 23rd, In the House of Commons, when the Irish estimates were before the House, Mr. Red- mond moved to reduce the salary paid to Mr. Wyndham, whom he described as a most co. lossal failure and said that he had provoked

a spirit of revolt. He prophesied that before the year Mr. Wyndham's contempt for the national movement would not be quite so great

Mr. Wyndham defended the government policy and the acts of the Irish Constabulary. He added that the object of the land war was apparently to drive all the best people out of the country and that the prosperity of Ireland cannot be obtained until this "vile tyranny be repudiated by the good sense of the people and suppressed by the power of the govern-

ment.

COLONIAL LOANS.

The underwriters are obliged to find eighty par cent of the new Victorian loan of a million, consequently, the British Columbian loan of £750,000 has been withdrawn..

THE CALCUTTA, RIVER:

Lord George Hamilton, replying, to a ques- tion of Mr. Galloway, suggesting the dredging of the river at Calcutta, quoted a statement showing the cost would be a crore of spees to remove the bars.

According to a London Journal, when the im perial Chinese envoy visited Antwerp, the whole city laid itself out to do the thing in correct style. All the particulars of the reception were properly. rehearsed, and a special military band trained to perform the "Chinese National Anthem, which was obtained from a music publisher of repute. When the prince arrived he was greeted with the weird strains, and all day

· Saturday it was played under the windows of his hotel to make him feel at home. On the Sunday morning he was awakened from alum bar by the anthem, and the attendants being. summoned found his Imperial Highness with his head buried beneath three pillows vainly trying to shut out the music.

THE MAD. MULLAH.

July 24th. Lords, said that the operations against the Lord Lansdowne, speaking in the House of

Mad Mullah were being conducted under more favourable condition than in 19ot and that a satisfactory arrangement was being concluded with Italy thereanent.

"Blessed Confucius," screamed the Prince to the interpreter, "will it never stop? Go and find out what that noise is that the barbarians are making out there?? After considerable Interval the interpreter returned and said he had

THE REWARD OF MARK- MANSHIP.

Mr. Arnold White writes to the Daily Mall Although the present Board of Admiralty is the best we have had for years, the evitable result of trusting the navy to politicians is that Parliament and the nation are misled on im portant matters of fact. Quoting Lord Selbome and Mr. Amold-Forster on the subject of straight shooting, Mr White points out that the best shooting squadron is that in China's the best shooting ship the Terrible while the best shot in the Terrible was the late Gunner Grounds. His share of Goverment prize money for 1901 was 75 91, free of income tax and a grateful country having endowed him with a gd for his marvellous skill in 1901, presented him with no less than és 3d for his proficiency in 19oz." which he did not live to enjoy."Is it not well, continues. Mr. White,. "that the country should understand what „Ministers mean when they toll Parliament "that

every effort was made, to' encourage gunners to attain proficiency*}"

THREE THOUSAND OFFICERS RESIGNING.

According to the Express the War Office face to face with a difficult problem, for fully 7,200 officers of all grades have either tendered their resignation from the service or have ignified their intention of sending In their papers. This does not imply that there is a sirike of officers. It is merely due to the fact that for nearly three years since the begin ning of the late war in South Africa--none of the officers of the regular army, who were physically and mentally fit were permitted to Fasign their commissiona
