JAPANESE NAVAL INCREASE.

The Shimpo states that the Japanese Naval Authorities have drafted a programme for the extension of the Navy, which is to be effected in four years, starting from next year. The schame includes the construction of 4 first class battleships of 15,000 tons each, and 6 second class cruisers of 6,500 tons, each. The four battleships and six cruisers are estimated to cost 60 million and 35 million Yeu respectively, The sum of million Yen is to be devated to the improvement of the Admiralty part of Sasebo. The Japanese authorities also wish to construct is destroyers and so torpedo boats in the term mentioned, and are reported to have already approached a shipbuilder in England, The Government intends in future to undertake the construction of all warships-with the exception of battleships-in the abilpbuilding yards of Japan, and is arranging for an expert enquiry into the merits of the various styles of building.

MONSTER SAW FISH.

Not far from Singapore, the master of the 5.5. New Guinea, Captain F. Smith, secured the saw from, perbaps, the largest fish of its kind ever caught. On May 17, when the vessel was in the Catimata Strait, the weather being very fine, the chief officer, Mr. Devitt, baited a large shark-hook and threw it over the steamer's stern, allowing the line to trail behind. At 2 pm the bail was taken, and from the great strain on the line it was at once guessed that large "gante" had been hooked, The fish which proved to be a gigantic saw fiab struggled furiously in the water, and it was feared that it would be immossible to go and get it on board. The tumult caused in the sea by THE MONSTER'S TAIL

resembled that of a large steamer's propeller when partly.out.of the water. The line was, however, fixed to the No. 2 winch, and the fish was bauled alongside. A wire stock was placed round its body, and it was hauled on to the deck and despatched. When measured it was found to be 27ft, in length. The saw, which was cut off and preserved, measures four and a half feet in length, 1 foot in width, and is armed with 34 teeth, varying from one to over two inches in length. In working the Opium Convention the Chinese have not given cause for very numerous complaints, though there have doubt. lass been cases of its infraction, which natives fear to report openly. We may be permitted the hope that any new arrangement may be kept more strictly. But in any case the right of inland residence would, as we have stated, form an additional safeguard, which it would not be necessary should carry with it the abroga tion of the extra-territorial clauses of the treaty. This paint could be arranged by a system of passports issued by the Consuls.
