Consular Invoices to accompany each shipment of Cargo or parcul (valued at $100. Gold or over) destined to Points, beyond San Francisco, in the United States, should be sent to the Companies Office addressed to the Collector of Customs at San Francisco.
Merchant's Invoice will be sufficient for cargo or parcel (each shipment) when the value is less than $100. U.S. Gold.
