Whilst waiting his sailing orders at Southampton he has been permitted a certain amount of liberty, though he has been accompanied in his walks abroad by one or two of the soldiers stationed at Southampton Convalescent Depot.

ARMY EDUCATION.

THE SENSATIONAL REPORT.

The report of the Committee on Officers, Education will, we understand, says the Glode-be shortly issued, and we are to-day in a position to give its chief opinion and recom mendations.

It is a conscientious document, which speaks the truth fearlessly.. It is a scathing condem- nation of the entire system of Army education, which is to be entirely remodelied, both as regards the entrance examinations, the courses at Woolwich and Sandhurst, and the after education of the officer.

Sandhurst is unequivocally condemned, but -both Woolwich and Sandhurst are to be re- tained, subject to sweeping alterations. In time of war the young men undergoing train ing in the military colleges and in the Militia' form practically the only reserve of subalterns. Commanding officers, too, prefer the Sandhurst

trained cadet. The

COST OF SANDHURST is only £7,850 a year to the State, and of Wool. wich £9,850. The existing state of things found at Sandhurst is strongly condemned. Quarters are dirty and untidy.. Servants over. worked, and underpaid (at 185, a week). It is, considered now a step downhill for an officer to become an instructor there. They are badly-paid, and casúpervised, and there is po inducement to excel, either for teachers or pupils. To learn to shoot at Sandhurst is an extra, and a gun club has to be joined at a cost of a term. Cadets do not clean their own rifles, but they have to pipeclay their belts.. The officers do not know enough to teach drill, and this is done by a staff-sergeant. The whole place is to be remodelled; the course extended to two years, the terms altered, and the cost reduced from £150 to £112,

-AMUSING POLICE UNIFORM.

We have had an amusing incident in our city annals over a question of clothes writes the Wuchang correspondent of the W. C. Daily News. Those who have seen the assortment of colours that adorn the retinue of an official might think that it would be impossible to think of anything that a Chinese servant would- object to wear. As far as coats are concerned, I do not know where a line could be drawn ; but in trousers the boundary is clearly marked-the Chinese "Tommy" or "Bobby" leaves his wife in undisputed possession of red trousers. Some- body who has something to do with our new police force overlooked that fact. Who that somebody is I do not know; but a glance at the costume that has been devised for our police would quite suffice to clear the English chief of having any say in the matter. The dress seems to have been devised on the same ideas that have ruled Chinese watchmen and caused them to warn any thieves to run by the use of a clapper ar gong What the noise has done at night time a brilliant combination of red and green and white and black and blue seems to have been hit upon to do by day. The hat is adorned with

The coat is of red bunting edged with green, and bearing a plain white square of calico, some seven or eight inches broad with the policeman's number in unadorned black. The trousers are, or rather were, of plain red bunting. The effect on the police of the first sight of the new garments was marked. At first it seemed that there would be a strike. One thing however has saved us from this calamity. The colour is net fast. On the 1st of the 5th month when the new gar- ments were donned, not one per cent. of the trousers matched the coats in colour. Somà had washed offending garments in purely Chinese style, others had tried Sunlight," yet others had boiled their breeks with soda. The result was a study in reds step by step. from the one or two unwashed full bright bunting red to the palest blushing klaki.

In future, it must be possible for cadets with £200 a year to join the cavalry. Polo tournaments between differ. ent regiments are to be prohibited, as also the practice of keeping regimental coaches' and' packs of hounds. A commission in the Cavalry must be looked on as a prize for smart men of moderate means. It is possible,, they say, to get either money or brains and they mean now to have brains.
