A combined meeting of the General Council and students of the Hongkong College of Medicine for Chinese was held in the Legisla tive Council Chamber at noon to-day for the purpose of electing a Rector in succession 10 the Hon. 1. H. Stewart Lockhart. His Excel lency Major General Sir W J. Gascoigne pre sided, and among others present were the Ilon Dr. Ho Kai, De Clark, Dr. Thomson, Dr. Harston, Dr. R. M. Gibson, Dr. Pearce, Dr. Berringer, Messrs. E. H. Sharp, F. Browne, and W. J. Tutcher, together with many of the students.

Dr. Clark-Your Excellency and gentlemen,

I have very much pleasure in proposing Mr. Francis Henry May as Rector of our College in succession to Mr. Stewart Lockhart, who, as your Excellency has said, has left the Colony. It needs no words of mine to persuade you of the qualifications of Mr. May for such an offico as this. It is one which has been held by several distinguished predecessors, and each of them has in his turn maintained the dignity and the importance of our College, and I feel sure that Mr May will equally succeed in maintaining that dignity and in furthering our interests, and the interests of the College gen. erally. The College owes already a very deep debt of gratitude to Air, May for the very great interest which he took, in our welfare when he was Acting Colonial Secretary, an interest which resulted in very material and sub stantial advantages to the College. I feel sure that the very little that I can say will not be needed, but I should just like to say that I feel sure that the interest and welfare of this Colony is very closely bound up in the welfare of the College. We have in the Colony a peculiar population population of which the bulk is not actually in contact with the rulers of the Colony, no doubt largely due to the fact that we are on the confines of one of the vastest Empires in the world, the Empire of China, and that our intercourse with China is so great that the number of strangers who are coming into our n

r midst every day is so great that the bulk of the population who reside here know neither our ideas nor our wishes, nor, in fact, our system of Government,, "I feel sure that to a large extent, particularly in my own matter of saditation in the Colony, that we must look to these qualified students of our College
