THE NEW RED-BOOK ~

passage which even the exigencies

not prevent us from quoting the conditions of modern warfare render decentralization of command in action an absolute necessity, no rood results are to be expected unless the subordinate leaders have been trained to use their wits, unless they have been given ample opportunities of acting on their own judgment in attack and defence, and have constantly in peace practices been called on to consider the necessity of departing from their orders, as well as to handle their men in accordance with general directions. Nor can the results be good if commanding officers fail to realize the very limited extent to which they are able to exert their powers of com- mand under fire, and if, in peace, they attempt to exercise a personal control which would be impossible... To the training of the troops in movements before the enemy general principles and...

broad rules alone are applicable; and the practical knowledge of these, principles and rules can only be instilled by intelligent in struction and constantly diversified exercises on broken ground.

If effect is genuinely given to the ideas here laid down, the fighting value of the British Army will be very materially improved, and the new volume will acquire a distinct and inestimable value.

LOCAL AND GENERAL.

EUCALYPTUS and other trees of the Australian deserts store up water, which the natives obtain by cutting up the roots and standing the pieces an end. So says a writer of learning..

VESUVIUS-Though Vesuvius has been for centuries discharging steam charged with hydrochloric acid, extensive injury to vegeta- tion in the surrounding region seems to have been unknown until last year.

CHOLERA IN THE PHILIPPINES appears to be growing more serious as according to returns published on the 21st inst, the largest number of cases since the outbreak of the disease had occurred. The total deaths re ported to date were 5,098, out of 6,959 cases. TORPEDO BOAT MANCEUVRES: A - Japanese flotilla composed of the torpedo boats No. 4, 5, 7, 8, 9, 10, 39, 40, 41, 50 and 51 all belonging to the Sasebo Nival Yard, has been engaged in manceuvres in the neighbourhood of Oshima, off Kurosaki (near Maizuru Naval port) under command of Captain Ishida.

SHORTAGE IN JAPAN-Japan, edo United States, is suffering from a shortage of naval officers. and has resolved upon the novel experiment of transferring a considerable number of army officers to the naval service, says the Pittsbury Despatch. These are to be selected officers from the Japanese army. They will be volunteers and must be specially recommended by their commanding officers."

JAPAN AND THE ST. LOUIS EXPOSI TION A Tokyo despatch says that the apanese Govemment has decided to take part in the international exposition to be held at St. Louis in 1903, and, that an appropriation of about Yen 500,000 for that purpose will be demanded by the Government at the forth- coming session of the Diet

THE SHINONOME-A telegram has been received at Sasebo from the defence ship Sai destroyer Shinonome. It states that only the ven, which went to the rescue of the torpedo forward part of the vessel was badly damaged, the other injuries received being not so serious.. There is every probability that she enu be re- floated at high tide. The Shinonome still lies on a submerged rock, and at low tide her hull shows above the surface of the water for 2 or 3 feet. All the engines of the vessel must be removed before she can be floated.
