It is certain that anyone who would advocate the pushing on of the line without delay to join the Yangtse-kiang at a navigable reach would be able to make out a strong case.

The completion of the Trans-Siberian line to Vladivostock, coupled with Russian activity in Manchuria, bas caused an uneasy feeling, which is beightened by the increase of French influence in the province of Yunnan. It is felt that Great Britain is being systematically hem med in by the Dual Alliance in a manner which must eventually cripple, if it does not kill, British trade in China.
The project of carrying the rails east, which we now suggest, is not a new one, and has been strongly advocated by those railway men who haye carefully studied the question. Though the engineering problems involved are heavy, they offer no really serious obstacle, and rough survey has shown the feasibility of effecting a junction with the Yangtse-kiang. A highly. favourable report was, it is understood, given by a government engineer who was sent some time ago to make a private examination; but for some reason the matter was shelved. Wo see no reason to doubt that the railway could be made paying on
